هدفت هذه الدراسة بشكل اساسي الى التعرف على استعراض واقع تطبيق الحوكمة الرشيدة في المجالس البلديات الكبرى في إقليم الشمال وأثر ذلك على جودة القرارات فيها، وتحديد مدى تطبيق الحوكمة الرشيدة (سيادة القانون، الشفافية، المساءلة، المشاركة، العدالة، الفاعلية) في المجالس الكبرى في إقليم الشمال. تكون مجتمع الدراسة من 78 فرداً، من بينهم رؤساء البلديات ونوابهم وأعضاء المجالس البلدية الذين يتعاملون بشكل مباشر مع الجمهور ويشاركون في تنفيذ اللوائح والقوانين. ونظراً لصغر حجم مجتمع الدراسة، فقد تم إجراء إحصاء شمل جميع الأفراد كعينة لهذه الدراسة، حيث تم توزيع 78 استبانة على أفراد العينة، وتم استرجاع 74 استبانة صالحة للتحليل، أي بمعدل استجابة 94.9%
وكشفت النتائج عن وجود أثر ذو دلالة إحصائية بين تطبيق أبعاد الحكم الرشيد ? سيادة القانون، والشفافية، والمساءلة، والمشاركة، والعدالة، والفاعلية ? وجودة القرارات في المجالس البلدية. واكدت الدراسة على الدور الأساسي للحوكمة في تعزيز عمليات صنع القرار، مما يؤدي بدوره إلى تحسين نتائج الحوكمة في عمليات البلدية. وبناءً على هذه النتائج، توصي الدراسة بعدة تدخلات استراتيجية تهدف إلى تعزيز أطر الحوكمة، وتعزيز الشفافية، وزيادة المشاركة العامة، ووضع تدابير مساءلة قوية لزيادة تحسين جودة عملية صنع القرار على مستوى البلديات.

This study mainly seeks to identify and review the reality of applying good governance in the major municipal councils in the northern region and its impact on the quality of decisions therein, and to determine the extent of applying good governance (rule of law, transparency, accountability, participation, justice, effectiveness) in the major councils in the region. Northern Region. The study population consisted of 78 individuals, including mayors, their deputies, and members of municipal councils who deal directly with the public and participate in implementing regulations and laws. Due to the small size of the study population, a census was conducted that included all individuals as a sample for this study. 78 questionnaires were distributed to the sample members, and 74 valid questionnaires were retrieved for analysis, i.e. a response rate of 94.9%.
The results revealed a statistically significant effect between the application of the dimensions of good governance - the rule of law, transparency, accountability, participation, justice, and effectiveness - and the quality of decisions in municipal councils. The study emphasized the fundamental role of governance in enhancing decision-making processes, which in turn leads to improving governance results in municipal operations. Based on these findings, the study recommends several strategic interventions aimed at strengthening governance frameworks, enhancing transparency, increasing public participation, and establishing strong accountability measures to further improve the quality of decision-making at the municipal level
