هدفت الدراسة الى التعرف على أثر النزاهة والعدالة في تعزيز سلوك المواطنة بأبعاده (السلوك الحضاري والإيثار، ووعي الضمير( لدى موظفي بلدية المفرق الكبرى. ولتحقيق أهداف هذه الدراسة، تم اتباع المنهج الوصفي التحليلي. وتم تصميم استبانة لجمع البيانات، حيث تكون مجتمع الدراسة من موظفي بلدية المفرق الكبرى، بما في ذلك الإداريين والفنيين ورؤساء الأقسام.
تم توزيع 207 استبانات، واستبعاد 7 منها لعدم صلاحيتها، ليتم تحليل 200 استبانة باستخدام برمجية الحزمة الإحصائية للعلوم الاجتماعية (SPSS). أظهرت نتائج الدراسة وجود تأثير ذو دلالة إحصائية للنزاهة والعدالة على سلوك المواطنة بأبعاده (السلوك الحضاري، والإيثار، ووعي الضمير) وفقاً لوجهة نظر موظفي بلدية المفرق الكبرى.
وتوصي الدراسة بعدة توصيات أهمها: تعزيز المساءلة والشفافية والمحاسبة في الأجهزة الحكومية بشكل عام، وفي البلديات بشكل خاص، وإشراك مؤسسات المجتمع المدني في مكافحة الفساد. كما تدعو الدراسة إلى إعادة النظر في عملية تعيين رؤساء الأقسام والإداريين في البلديات، وتنمية المنظومة القيمية الدينية في المجتمع

The study aimed to know the impact of integrity and justice on citizenship behavior with its dimensions of civilized behavior, altruism, and awareness of conscience among employees of the Greater Mafraq Municipality. To achieve the objectives of this study, the descriptive analytical approach was adopted, and work was done to develop a paper-based questionnaire. The study Community was a sample of employees of the Greater Mafraq Municipality employees. Technicians and department heads. The questionnaire was distributed randomly. 200 questionnaires were retrieved and 7 were excluded because they were not valid. 200 questionnaires were analyzed using the Statistical Package for the Social Sciences (SPSS) program. The most prominent results of this study show that there is a statistically significant effect on integrity and justice on citizenship behavior dimensions (civilized behavior, altruism, awareness of conscience) from the point of view of employees of the Greater Mafraq Municipality at the significance level of alpha greater or less than .05.
The correlation coefficient reached a high value of 0.925 and the coefficient of determination reached 0.855. The study also recommended several recommendations, the most important of which is strengthening accountability, transparency and accountability in State agencies in general Municipalities in particular, involving civil society institutions in combating corruption, reconsidering the process of appointing department heads and administrators in municipalities, and developing the religious value system in society
