تتناول هذه الدراسة أثر العلاقات الإيرانية-الروسية على توازنات القوى في الشرق الأوسط خلال الفترة 2011?2024، مركزة على البعد السياسي، الأمني، والاقتصادي للتحالف بين الطرفين. تأتي أهمية الدراسة من التحولات الإقليمية والدولية الكبرى التي شهدتها المنطقة، بدءًا من تداعيات "الربيع العربي"، مرورًا بالأزمات السورية واليمنية، وصولًا إلى الحرب الأخيرة في غزة وعملية طوفان الأقصى، التي أعادت القضية الفلسطينية إلى صدارة الاهتمام الإقليمي والدولي.
تهدف الدراسة إلى فهم طبيعة العلاقات الإيرانية-الروسية، وعوامل التقارب بينهما، وتقييم أثر هذا التحالف على موازين القوى الإقليمية، وكذلك دراسة مواقف القوى الإقليمية الكبرى مثل تركيا ودول الخليج العربي، وردود فعل القوى الغربية مثل الولايات المتحدة والاتحاد الأوروبي. وتعتمد الدراسة على منهجي صنع القرار والمصلحة القومية، مع التركيز على تحليل المتغيرات المستقلة (العلاقات الإيرانية-الروسية)، والمتغير التابع (توازنات القوى في الشرق الأوسط)، والمتغيرات الوسيطة مثل الأزمات الإقليمية والضغوط الدولية.
توصلت الدراسة إلى أن التحالف الإيراني-الروسي ساهم في إعادة ترتيب التوازنات الإقليمية عبر التنسيق العسكري والسياسي في سوريا، وتعزيز الحضور الاقتصادي والسياسي للطرفين، وتأثيره على مواقف القوى الإقليمية والدولية. كما أشارت إلى أن العلاقة، رغم قوتها الظاهرية، تواجه تحديات أيديولوجية وجيوسياسية قد تؤثر على استمرارية التحالف. وتقدم الدراسة إسهامًا علميًا من خلال دمج التحليل السياسي والاقتصادي والأمني، كما توفر أداة عملية لصناع القرار لفهم ديناميكيات القوى في الشرق الأوسط في ضوء التحولات الإقليمية والدولية المعاصرة

This study examines the impact of Iranian?Russian relations on the balance of power in the Middle East during the period 2011?2024, focusing on the political, security, and economic dimensions of the bilateral alliance. The importance of the study stems from major regional and international transformations, beginning with the repercussions of the "Arab Spring," through the Syrian and Yemeni crises, and culminating in the recent Gaza war and Operation Al-Aqsa Flood, which brought the Palestinian issue back to the forefront of regional and international attention.
The study aims to understand the nature of Iranian?Russian relations, the factors driving their convergence, and the effects of this alliance on regional power balances. It also examines the positions of major regional actors such as Turkey and the Gulf states, as well as the responses of Western powers, including the United States and the European Union. The study employs the decision-making and national interest approaches, focusing on analyzing independent variables (Iranian?Russian relations), the dependent variable (balance of power in the Middle East), and mediating variables such as regional crises and international pressures.
The findings indicate that the Iranian?Russian alliance has contributed to reshaping regional balances through military and political coordination in Syria, enhancing both parties? economic and political presence, and influencing the positions of regional and international actors. The study also highlights that, despite its apparent strength, the relationship faces ideological and geopolitical challenges that may affect the sustainability of the alliance. The research provides a scientific contribution by integrating political, economic, and security analyses and offers a practical tool for policymakers to understand power dynamics in the Middle East in light of contemporary regional and international developments
