الملخص بالعربية |
هدفت الدراسة إلى بيان دور السياسة الخارجية القطرية وتأثيرها على التنمية في البلاد العربية، وبالأخص الموجهة للأردن، حالة دراسية، كما تناولت الدراسة مفهوم السياسة الخارجية وأهميتها في التنمية، وكذلك طبيعة السياسة الخارجية القطرية وآليات صنعها، والمرتكزات التي تنطلق منها، دوافع قطر وأهدافها في التركيز على البلاد العربية في سياساتها التنموية الخارجية، وأظهرت الدراسة تأثير تلك المساعدات سياسيًا وأمنيًا واقتصادياً وتعزيز مكانتها -أي قطر- الإقليمية والدولية من ناحية وعلى العلاقات العربية- القطرية، والعلاقات الثنائية بين قطر والأردن، والمردود الاقتصادي على الأردن.
وتبرز أهمية الدراسة العلمية في إضافة تأصيلة فيما يتصل بالكشف عن آليات التوظيف الرشيد للسيولة المالية والموارد البشرية للدول الصغيرة الثرية، -أي قطر_، واحتلالها مركزاً محوريا في بنية النظام العربي، خاصة فيما يتعلق بدعم التنمية في البلدان الفقيرة، أما أهمية الدراسة العملية تبرز من خلال الكشف عن ماهية السياسة الخارجية لدولة قطر وعمليات صنع القرار الخارجي، وكذلك تسليط الضوء على فاعلية صانع القرار الخارجي في عمليات التوظيف الحصيف للإمكانيات المادية والبشرية ومهارته في الاستثمار للموارد ومداخل التنمية وتعزيزها.
واعتمدت منهجية الدراسة على منهج الوصف التحليلي، يقوم هذا المنهج على وصف الجانب النظري المتعلق بمتغيرات الدراسة من خلال جمع المعلومات ومعرفة الحقائق المتعلقة بالسياسة الخارجية القطرية تجاه التنمية في البلاد العربية والأردن، وأثرها على الاقتصاد وصنع القرار السياسي في المجتمع الدولي العربي.
وأوصت الدراسة بالعديد من التوصيات لفهم السياسة الخارجية، وخلصت الدراسة إلى العديد من النتائج ومن أبرزها، أن العلاقات الثنائية بين قطر والأردن قد شهدت تطورًا ملحوظًا على مر السنين، مع توقيع العديد من الاتفاقيات ومذكرات التفاهم التي تعزز العلاقات بين البلدين، ومن المهم أيضًا أن تستمر قطر في دعم التنمية في الأردن من خلال البرامج التنموية والدعم الاقتصادي والسياسي، وتعزيز العلاقات وتقويتها بين البلدين.

The study aimed to explain the role of Qatari foreign policy and its impact on development in the Arab countries, especially directed at Jordan, as a case study. The study also dealt with the concept of foreign policy and its importance in development, as well as the nature of Qatari foreign policy and the mechanisms for making it, and the foundations from which it starts, Qatar?s motives and goals in focusing On the Arab countries in their foreign development policies, the study showed the political, security and economic impact of this aid and the strengthening of its - that is, Qatar's - regional and international standing on the one hand, and on the Arab-Qatari relations, the bilateral relations between Qatar and Jordan, and the economic return to Jordan.
The importance of the scientific study is highlighted in adding a foundation in relation to revealing the mechanisms for the rational use of financial liquidity and human resources for small, wealthy countries - i.e. Qatar - and its occupation of a pivotal position in the structure of the Arab system, especially with regard to supporting development in poor countries. As for the importance of the practical study, it is highlighted through revealing the nature of the foreign policy of the State of Qatar and external decision-making processes, as well as highlighting the effectiveness of the external decision-maker in the processes of wise employment of material and human capabilities and his skill in investing and enhancing resources and development approaches.
The study methodology was based on the analytical description approach. This approach is based on describing the theoretical aspect related to the variables of the study by collecting information and knowing the facts related to Qatari foreign policy towards development in the Arab countries and Jordan, and its impact on the economy and political decision-making in the Arab international community.
The study recommended many recommendations for understanding foreign policy, and the study concluded many results, the most prominent of which is that bilateral relations between Qatar and Jordan have witnessed remarkable development over the years, with the signing of many agreements and memorandums of understanding that strengthen relations between the two countries, and it is also important that they continue. Qatar supports development in Jordan through development programs, economic and political support, and enhancing and strengthening relations between the two countries
