تهدف هذه الدراسة إلى تحليل أثر العلاقات الأمريكية?الروسية على الاستقرار الإقليمي في الشرق الأوسط خلال الفترة (2011?2025)، وذلك من خلال فهم طبيعة التنافس بين القوتين وانعكاساته على الأزمات الإقليمية. وقد اعتمدت الدراسة على منهج النظام الدولي ومنهج صنع القرار، نظرًا لقدرتهما على تفسير ديناميكيات القوة العالمية وكيفية صناعة السياسات الخارجية التي تؤثر في مسار الاستقرار أو الاضطراب بالمنطقة.
استعرضت الدراسة أبرز الأدبيات السابقة التي تناولت النظام الدولي وصناعة القرار، مشيرة إلى إسهامات مفكرين بارزين مثل كينيث والتز، روبرت جيلبين، إيمانويل والرشتاين، وجون ميرشايمر، إلى جانب دراسات عربية حديثة ركزت على طبيعة توازن القوى وتفاعلاتها في الشرق الأوسط. وأظهرت هذه الأدبيات أن المنطقة تمثل ساحة مركزية للصراع الدولي، وأن الاستقرار يرتبط بالتوازنات بين القوى الكبرى وليس فقط بالمعطيات الداخلية للدول.
أظهرت النتائج أنّ التباين الأمريكي?الروسي كان عاملًا رئيسيًا في إطالة أمد الأزمات، خاصة في سوريا، وأن الولايات المتحدة ركزت على أهداف مرتبطة بأمن الطاقة وحماية إسرائيل والتحالف مع الخليج، بينما سعت روسيا لاستعادة نفوذها عبر التدخل العسكري والشراكات الاقتصادية مع دول مثل تركيا وإيران. كما برز دور بعض الدول الإقليمية في استثمار التنافس لصالحها، مما أكد أن الشرق الأوسط ليس مجرد متلقٍ للسياسات الدولية بل فاعل مؤثر فيها.
أوصت الدراسة بضرورة بناء أطر تعاون إقليمي مشترك لتقليل الاعتماد المفرط على القوى الدولية، وتعزيز التنويع الاقتصادي للحد من آثار التنافس على أسواق الطاقة، إلى جانب تشجيع الحوار متعدد الأطراف الذي يضم واشنطن وموسكو والدول الإقليمية. كما دعت إلى تطوير استراتيجيات وطنية متوازنة تجمع بين الاستفادة من التنافس الدولي وحماية المصالح الداخلية، ودعم المبادرات الدبلوماسية والوساطات الإقليمية كمدخل لتحقيق استقرار طويل الأمد يخدم شعوب المنطقة.

This study aims to analyze the impact of U.S.?Russia relations on regional stability in the Middle East during the period (2011?2025), by examining the nature of competition between the two powers and its implications for regional crises. The research employs the international system approach and the decision-making approach, given their ability to explain the dynamics of global power and the formulation of foreign policies that shape either stability or turmoil in the region.
The study reviews key literature on the international system and decision-making, highlighting the contributions of leading scholars such as Kenneth Waltz, Robert Gilpin, Immanuel Wallerstein, and John Mearsheimer, alongside recent Arab studies that focused on the nature of power balances and their interactions in the Middle East. The literature reveals that the region represents a central arena for international conflict, and that stability is tied not only to the internal dynamics of states but also to the balance of power among major actors.
The findings indicate that U.S.?Russia divergence has been a major factor in prolonging regional crises, particularly in Syria. The United States has prioritized objectives related to energy security, the protection of Israel, and alliances with the Gulf, while Russia has sought to restore its influence through military intervention and economic partnerships with countries such as Turkey and Iran. Moreover, the study highlights how some regional states have capitalized on this rivalry to serve their own interests, demonstrating that the Middle East is not merely a passive recipient of international policies but an active player within them.
The study recommends building frameworks for joint regional cooperation to reduce overdependence on external powers, enhancing economic diversification to mitigate the effects of competition on energy markets, and promoting multilateral dialogue that includes Washington, Moscow, and regional states. It further calls for the development of balanced national strategies that combine leveraging international rivalry with safeguarding domestic interests, as well as supporting diplomatic initiatives and regional mediation efforts as a pathway to achieving long-term stability that benefits the peoples of the region
