هدفت هذه الدراسة للتعرف على دور اللامركزية في تفعيل الحكم المحلي, والتعرف على مدى تطبيق اللامركزية وأثرها ومدى إسهامها في مؤسسات الحكم المحلي في محافظة المفرق الأردنية, وذلك من خلال إجراء دراسة في اتجاهات الرأي في محافظة المفرق الأردنية.
ولتحقيق هدف الدراسة قام الباحث بإتباع المنهج الوصفي التحليلي والمنهج الإحصائي للوصول إلى نتائج الدراسة الفعلية.
وتوصلت الدراسة إلى وجود دور وأثر لقانون المحافظات الأردنية (اللامركزية) في تفعيل الحكم المحلي سعياً من الحكومة الأردنية إلى تحقيق مبدأ الديمقراطية والشفافية للوصول إلى التنمية الكلية في جميع مجالات الحياة في المدن والمحافظات الأردنية. كما أن قانون المحافظات الأردنية قد لاقى ترحيب واسع النطاق من قبل الشعب الأردني وتكاتفت الجهود الحكومية وجهود المواطنين في إنجاح هذا القانون لما به من منافع لكل من السلطة المركزية واللامركزية والشعب, كما أن اللامركزية أسهمت بالمشاركة مع مؤسسات وهيئات الحكم المحلي في تحسين أوضاع الجماعات المحلية في المحافظات والمدن الأردنية.
وفي ضوء هذه النتائج أوصى الباحث بضرورة التركيز دعم هيئات الحكم المحلي وإعطائها كافة الصلاحيات في تسيير شئونها وخدمة مجتمعاتها مع شيء من الرقابة لغرض تصويب أخطائها وتوجيهها وضبط سلوك القائمين عليها, بالإضافة إلى تخصيص جزء من الضرائب المتحصلة من المناطق التي تديرها هيئات الحكم المحلي لخدمة مواطنيها وتلبية حاجاتهم, وإنشاء أقسام من شأنها التعرف على حاجات المواطنين ومشاركتهم في القرارات الجوهرية في مدنهم ومحافظاتهم المختلفة, وأخيراً وضع الخطط والتدابير التي من شأنها مواجهة المتغيرات المحتملة التي قد تطرأ في تلك المجتمعات وتجاوز أزماتها بسهولة ويسر.

This study aimed to identify the role of decentralization in activating local government and identifying the extent of decentralization and its impact on local governance institutions in the Mafraq Jordanian governorate through conducting a study in opinion trends in the Mafraq Jordanian Governorate.
To achieve the objective of the study, the researcher followed the descriptive analytical method and the statistical approach to reach the actual results of the study.
The study found a role and an impact on the Jordanian governorates law (decentralization) in activating the local government in an attempt to achieve the principle of democracy and transparency by the Jordanian government in order to achieve total development in all areas of life in Jordanian cities and governorates. The law of the Jordanian governorates has been widely welcomed by the Jordanian people and the efforts of the government and the efforts of the citizens worked side by side to make this law success because of its benefits to the central authority, decentralization and the people. Decentralization has also contributed to the improvement of the situation of the local communities Jordanian governorates and cities.
In light of these results, the researcher recommended the need to focus the support of local government bodies and give them all the powers in running their affairs and serving their communities with some oversight to correct their mistakes and guide them and control the behavior of those responsible, in addition to allocating part of the taxes collected from areas managed by local government bodies to serve their citizens and meet their needs, and the establishment of sections that will identify the needs of citizens and their participation in the fundamental decisions in their cities and different governorates, and finally develop plans and measures that will address the potential changes that may occur in these communities and easily overcome their crises
