الملخص بالعربية |
الارهاب من الظواهر السلبية في المجتمع الدولي عنيت جميع التشريعات و الاتفاقيات بوضع القوانين لمواجهة هذة الظاهرة والحد من انتشارها، وقد تناولت هذه الدراسة الجهود الدولية في مكافحة الارهاب وهدفت الى بيان ماهية الارهاب ابتداءا وبيان الاسباب الكامنة وراء انتشار هذه الظاهرة على المستوى الداخلي والدولي، كذلك تميزها عن الافعال المشابهة.
وجاءت هذه الدراسة ببيان الجهود المبذولة على المستوى الاقليمي والدولي، و بيان مدى نجاح المجتمع الدولي في التصدي للارهاب ومكافحته بالاضافة الى بيان المعوقات التي وقفت حائلة امام المجتمع الدولي في التصدي لهذه الظاهرة.
وقد توصلت الدراسة الى تصنيف وتحليل المعاهدات والاتفاقيات المعنية بمكافحة الارهاب والتوصل الى انه مازال هناك غموض واضح وكبير في تعريف الارهاب ووضعه بأطار قانوني يمكن به مكافحة هذه الظاهرة والتصدي لها.
كما بينت الدراسة ان جميع الجهود المبذولة على الساحة الدولية منذ ظهور الارهاب وحتى هذا الوقت ماهي الا جهود واجراءات عملت على تضييق النطاق على الجماعات الارهابية والحد من انتشار الظاهرة وليس القضاء عليها

Terrorism is one of the negative phenomena in the international community. All legislations and agreements concerned with making laws to confront this phenomenon and limit its spread.
This study examined international efforts in combating terrorism and aimed to clarify what terrorism is and to explain the reasons behind the spread of this phenomenon internally and internationally, as well as distinguish it from similar actions
This study came in a statement of the efforts made at the regional and international levels,
And a statement of the extent of the international community?s success in confronting and combating terrorism, in addition to stating the obstacles that stood in the way of the international community in addressing this phenomenon
The study found the classification and analysis of treaties and agreements concerned with combating terrorism
And to conclude that there is still a large and clear ambiguity in defining terrorism and placing it within a legal framework in which this phenomenon can be combated and countered.
The study also showed a decline in the role of the United Nations in carrying out its primary duty, which is to maintain international peace and security. This is a result of the control of its decisions by the great nations
The study also showed that all efforts made on the international scene since the emergence of terrorism until this time are efforts and measures that worked to narrow the scope of terrorist groups and limit the spread of the phenomenon and not eliminate it
