الملخص بالعربية
تستهدف هذه الدراسة بيان أثر التعديلات الدستورية على مقومات الدولة المدنية في الأردن للفترة الواقعة بين (2011-2022)، وقد قامت الدراسة على فرضية مفادها: (لا يوجد أثر للتعديلات الدستورية على مقومات الدولة المدنية في الأردن للفترة ما بين 2011-2022)، أما السؤال المحوري الذي انطلقت الدراسة للإجابة عليه هو: (ما أثر التعديلات الدستورية على مقومات الدولة المدنية في الأردن)، وليتم التحقق من صحة الفرضية والاجابة عن سؤالها المحوري، فقد تم استخدام المنهج الوصفي التحليلي، ومنهج تحليل النظم والمنهج القانوني. لقد خلصت الدراسة إلى خطأ الفرضية وخلصت إلى حقيقة مفادها: "وجود أثر للتعديلات الدستورية على مقومات الدولة المدنية في الأردن للفترة المشار إليها"، وهذا وقد توصلنا إلى عدة استنتاجات ومبادئ يحكمها الدستور، إن التعديلات الدستورية كانت ضرورية لمواكبة المستجدات الطارئة على مسيرة الحكم، وأن التعديلات الدستورية كانت من نصيب المقوم السياسي والاقتصادي والاجتماعي الذي هو عماد الحياة السياسية في الدولة المدنية الأردنية، وقد استوجبت هذه الاستنتاجات عدة توصيات أهمها: ضرورة الأخذ بالتعديلات لما يوافق المصلة العامة، وعدم تخطي مواد الدستور عن التطبيق بل يجب التماشي بها، وأن تكون التعديلات الدستورية وفق نظرة مستقبلية بحيث لا تعالج فترة زمنية محددة.

 This study aims to show the impact of the constitutional amendments on the components of the civil state in Jordan for the period between (2011-2022)، and the study was based on the hypothesis that: (there is no effect of the constitutional amendments on the components of the civil state in Jordan for the period between 2011-2022)، but The central question that the study was launched to answer is: (What is the impact of the constitutional amendments on the foundations of the civil state in Jordan)، and to verify the validity of the hypothesis and answer its central question، the descriptive analytical method was used، the systems analysis method and the legal method. The study concluded that the hypothesis was wrong and concluded with the fact that: ?there is an impact of the constitutional amendments on the components of the civil state in Jordan for the aforementioned period،? and this has come to several conclusions and principles governed by the constitution، that the constitutional amendments were necessary to keep pace with the emerging developments in the course of governance، and that The constitutional amendments were the share of the political، economic and social component that is the mainstay of political life in the Jordanian civil state. These conclusions necessitated several recommendations، the most important of which are: the necessity of adopting the amendments in accordance with the general interest، and that the articles of the constitution should not go beyond implementation، but must be in line with them، and that the constitutional amendments be According to a future view so that it does not address a specific period of time
