تناولت هذه الدراسة أثر القوة الناعمة على السياسة الخارجية دولة قطر أنموذجا في الفترة الزمنية 2011- 2021، حيث سعى الباحث الى تسليط الضوء على مرتكزات ومكونات القوة الناعمة ودورها في السياسة الخارجية وبالتطبيق العملي على دولة قطر، وتم استخدام المنهج الوصفي التحليلي في البحث من خلال دراسة مكونات القوة الناعمة وتطبيقها على دولة قطر، كما تم استخدام منهج دراسة الحالة لغايات إبراز نقاط القوة والضعف تجاه استخدام القوة الناعمة بالتطبيق، وتوصل الباحث إلى العديد من النتائج كان أبرزها امتلاك دولة قطر لإمكانيات وقدرات دبلوماسية مرنة وديناميكية ساهم في أعطاء دولة قطر أدوار متعددة على صعيد السياسة الخارجية، كما أن الوضع الإقليمي ضمن فترة العام 2011 والحصار الاقتصادي وحتى السياسي المفروض على قطر، أتاح الفرص لها في تنويع علاقاتها الدولية والإقليمية ومنها تركيا وإيران من أجل الضغط أو التخفيف من حدة الحصار، وتوصل الباحث إلى نتيجة أخرى مفادها أن للولايات المتحدة الأمريكية دور كبير في إفساح المجال لدولة قطر وتفاعلاتها الدولية، ويجد الباحث بأن قطر نموذج حي في تطبيق القوة الناعمة بمكوناتها الثلاثة وخصوصا الجانب الإعلامي الذي يعتبر الذراع الرئيسي في رسم السياسة لخارجية القطرية ومن خلال تسليط الضوء على القضايا الإقليمية والدولية وفق منظور إعلامي وتحليلي جذاب، كما ساهمت المقومات الاقتصادية بدرجة كبيرة في تنفيذ السياسة الخارجية وبالأخص تصدير الغاز وجذب الاستثمار الخارجي، وغيرها من المرتكزات التي أعطت لدولة قطر دورا إقليميا ودوليا مؤثرا، كما استخدمت دولة قطر العديد من الوسائل المتاحة لها من أجل لعب دور إقليمي ودولي نشط ومنها الدبلوماسية والوساطة في حل الخلافات الدولية، وكانت المكونات الثلاث في القوة الناعمة تميل لصالحها في كل الأحوال، ناهيك عن الظروف الإقليمية التي سمحت لها في التفاعل الدولي. |

This study addressed the impact of soft power on the state of Qatar foreign policy as a mode in the time period 2011-2021, where the researcher sought to highlight the concentrations and components of soft power and its role in foreign policy, as well as, the practical implementation on the state of Qatar, then the descriptive analytical method that was used in the research through the study of components of soft power and apply them in the state of Qatar. The case study method has also been used to highlight the strength and weakness points toward the use of soft power in practical way. Meanwhile, the researcher has found many consequences, most notably, the state of Qatar?s diplomatic and dynamic power that contributed to give it several roles in foreign policy. As well as, the regional situation during the year 2011 besides, the economic and even political blockade that has provided opportunities to it to diversify its international and regional relations, including Turkey and Iran to push on or alleviate the severity of the blockade. The researcher reached to another consequence that the power no longer confined only by military or economic force, but that the media has the major role by allowing the state of Qatar to make the international interactions; and the researcher finds that Qatar is the vivid example, in applying the soft power in its three components, especially the media aspect, which is the principal arm for making Qatar foreign policy and by highlighting on the regional and international issues according to an attractive analytical media perspective, as the economic fundamentals have greatly contributed to implement the foreign policy, especially in exporting gas and attracting foreign investments , which are the other pillars that give the state oh Qatar a powerful regional and international role.
It has also used many means available to play an active regional and international role, including diplomacy and mediation in solving international disputes. The three components of soft power tend to its favor in all cases, not to mention the regional conditions that allowed it to engage in international interaction
