تهدف هذه الدراسة إلى قياس محدّدات تطبيق التخطيط الإستراتيجي في بلديات محافظة الزرقاء، والبالغ عددها (7) بلديات، ولغرض الوصول إلى أهداف الدراسة تمّ تصميم استبانة مكونة من (32) فقرة، وتوزيعها على عينة الدراسة من مدراء الدوائر ورؤساء الأقسام في بلديات محافظة الزرقاء، واستخدمت الدراسة المنهج الوصفي التحليلي، وتوصلت الدراسة إلى عدد من النتائج أهمها: وجود كفاءات بشرية قادرة على بناء وتطبيق الخطط الإستراتيجية للبلديات في محافظة الزرقاء بدرجة متوسطة حيث بلغت النسبة (3.38). ووجود مشاركة في وضع الخطط الإستراتيجية للبلديات في محافظة الزرقاء مع الجهات ذات المصلحة، ومحدودية نسبة المشاركة من قبل العاملين في البلديات.
وخلصت الدراسة لعدد من التوصيات أهمها: العمل على زيادة مشاركة جميع المدراء ورؤساء الأقسام وأصحاب المصلحة في عملية التخطيط الإستراتيجي للبلديات، والعمل على مشاركة المجتمع المحلي والقطاع الخاص في بناء وتنفيذ الخطة الإستراتيجية للبلديات، والذي قد ينتج عنه مساهمة بعض القطاعات في تمويل بعض مشاريع البنى التحتية للبلديات، وتشكيل دائرة خاصة تعنى ببناء وتنفيذ ومتابعة الخطط الإستراتيجية وربطها مع المجلس البلدي، والإطلاع على تجارب البلديات في المحافظات الأخرى للإستفادة من تجاربها في تطبيقها للتخطيط الإستراتيجي

This study aims to measure the determinants of the applying strategic planning in the municipalities of Al Zarqa Governorate, which number (7) municipalities. The study used the descriptive analytical approach, and the study reached a number of results, the most important of which are: The presence of human competencies capable of building and implementing strategic plans for municipalities in Zarqa Governorate to a medium degree, with a ratio of (3.38). And the presence of participation in the development of strategic plans for the municipalities in Zarqa Governorate with the stakeholders, and the limited participation rate by workers in the municipalities.
The study concluded with a number of recommendations, the most important of which are: working to increase the participation of all managers, department heads and stakeholders in the municipal strategic planning process, and working on the participation of the local community and the private sector in building and implementing the strategic plan for municipalities, which may result in the contribution of some sectors in financing some infrastructure projects For municipalities, forming a special department concerned with building, implementing and following up strategic plans and linking them with the municipal council, and looking at the experiences of municipalities in other governorates to benefit from their experiences in applying strategic planning
