هدفت الدراسة الى التعرف على موضوع الإصلاح السياسي في المملكة الأردنية الهاشمية بين الواقع والمأمول وما تم من خطوات من شأنها المساهمة في تطوير العملية السياسية بين الأعوام (1999-2021) ، حيث تم استخدام المنهج الوصفي التحليلي ومنهج تحليل النظم ومنهج اتخاذ القرار والمنهج المؤسسي ، وقد خلصت الدراسة الى جملة من النتائج تمثلت بأنّ المسار الآمن نحو إدارة ملف الإصلاح السياسي خلال المرحلة المقبلة ، يتمثّل في التفاهم على ?خريطة طريق? كالأجندة الوطنية، تكون محصلة نقاشات واسعة تدرس الوضع الراهن، والسيناريوهات المتوقعة، وبناء المقاربة الأنسب للتعامل معها ، والعمل على تطوير وتقوية وضع مجلس النواب دستورياً فيما يتعلق بفترة الانعقاد والحل، والحصانة والرقابة على مؤسسات الدولة بلا استثناء ، وأن النظام السياسي بالأردن مجهوداً للوصول و تحقيق مستوى متقدم من التنمية والإصلاح السياسي وذلك من أجل مواكبة ما يحدث من تطور ومتغيرات سياسية على الساحة الدولية مثل ما تقوم به الولايات المتحدة الأمريكية ودول الإتحاد الأوروبي والدول المانحة من ضغوطات مختلفة حيث تدعو من خلالها أنظمة دول الشرق الأوسط بشكل عام الى تطبيق النهج الديمقراطي ، وما ترتب عليه من ضغوطات داخليه نتيجة الأزمات الاقتصادية التي تتعرض لها الأردن و دول المنطقة والإقليم ، حيث أوصت الدراسة على ضرورة تشجيع بناء أحزاب سياسية حقيقية منتمية وفاعلة ومشاركة في تحمل المسئولية الوطنية، وتطوير قانونها في ضوء هذه الرؤية. |

The study aimed to identify the issue of political reform in the Hashemite Kingdom of Jordan between reality and aspirations, and the steps taken that would contribute to the development of the political process between the years (1999-2021), where the descriptive analytical approach, systems analysis approach, decision-making approach, and institutional approach were used. The study concluded with a number of results, represented that the safe path towards managing the file of political reform during the next stage is represented in understanding a ?road map? such as the National Agenda, the outcome of broad discussions studying the current situation, expected scenarios, building the most appropriate approach to deal with it, and working on Develop and strengthen the constitutional position of the House of Representatives with regard to the period of session and dissolution, immunity and oversight over state institutions without exception And that the political system in Jordan is an effort to reach and achieve an advanced level of development and political reform in order to keep pace with the developments and political changes taking place on the international scene, such as what the United States of America, the European Union and the donor countries are doing with different pressures, through which the regimes of the Middle East countries call In general, to the application of the democratic approach, and the consequent internal pressures as a result of the economic crises facing Jordan and the countries of the region and the region Where the study recommended the need to encourage the building of real political parties that are affiliated and effective and participate in bearing national responsibility, and to develop their law in the light of this vision |
