هدفت الدراسة إلى التعرف على درجة امتلاك المشرفين التربويين للكفايات المهنية وعلاقتها بتحسّن أداء المعلمين من وجهة نظر المعلمين أنفسهم في دولة الكويت, بالاضافة إلى بيان مدى وجود فروق ذات دلالة إحصائية عند مستوى (? ? 0.05) في درجة امتلاك المشرفين التربويين للكفايات المهنية, ومستوى تحسّن أداء المعلمين في دولة الكويت تعزى للمتغيرات الشخصية والوظيفية (الجنس, المؤهل العلمي, الخبرة الوظيفية).
لتحقيق اهداف الدراسة اتبعت الباحثة المنهج الوصفي المسحي الارتباطي, وقامت باستخدام الاستبانة لجمع المعلومات من افراد عينة الدراسة.
تكون مجتمع الدراسة من جميع المعلمين والمعلمات العاملين في منطقة الاحمدي التعليمية بدولة الكويت والبالغ عددهم (1650) معلماً ومعلمة, وتم اختيار عينة عشوائية ممثلة لمجتمع الدراسة, والبالغ عددهم (312) معلماً ومعلمة.
توصلت الدراسة إلى درجة امتلاك المشرفين التربويين للكفايات المهنية في دولة الكويت من وجهة نظر المعلمين جاءت مرتفعة, وأن مستوى تحسّن أداء المعلمين في دولة الكويت من وجهة نظر المعلمين أنفسهم جاء مرتفعاً, كما بينت النتائج عدم وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (? ? 0.05) في درجة امتلاك المشرفين التربويين للكفايات المهنية تعزى لأثر الجنس والمؤهل العلمي ووجود فروق تبعاً لمتغير الخبرة الوظيفية. كما تبين وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (? ? 0.05) حول مستوى تحسّن أداء المعلمين في دولة الكويت تعزى لأثر المؤهل العلمي والخبرة الوظيفية, وعدم وجود فروق تبعاً لمتغير الجنس. كما اظهرت النتائج وجود علاقة ايجابية دالة إحصائيا بين درجة امتلاك المشرفين التربويين للكفايات المهنية وبين مدى تحسّن أداء المعلمين في الكويت من وجهة نظر المعلمين أنفسهم.
وبناء على ما توصلت اليه الدراسة من نتائج اوصت الباحثة بضرورة التركيز على كفاية التخطيط لدى المشرفين التربويين وعقد دورات تدريبية لهم وللمعلمين لتحسين مستواهم في التخطيط وخاصة بناء الخطط السنوية والفصلية, كما اوصت الباحثة ب ان تقوم وزارة التربية والتعليم بتشجيع المشرفين التربويون على إجراء البحوث والدراسات العلمية الهادفة إلى تطوير أداء المعلمين, وتقديم المكافئات لمن يقوم بها.

The study aimed to identify the degree of possessing professional competencies among educational supervisors, and its relationship to the improvement of teachers` performance in the State of Kuwait from teachers` viewpoint, in addition to indicate the existence of statistically significant differences at the level of (? ? 0.05) in the degree of possessing professional competencies among educational supervisors, and the level of performance improvement of teachers in the State of Kuwait attributed to personal and functional variables (gender, academic qualification, years of experience).
To achieve the objectives of the study, the researcher followed the descriptive Correlative method, and used the questionnaire to collect data from the sample of the study.
The study population is composed of all teachers (Males & Females) working in Al-Ahmadi educational area in the State of Kuwait, which numbered (1650) teacher. A random sample of (312) teachers was selected that represent the study population.
The study found that the degree of possessing professional competencies among educational supervisors in the State of Kuwait from the point of view of the teachers came high, and that the level of performance improvement of teachers in the State of Kuwait from the viewpoint of teachers was also high. The results also showed no significant differences at the level of significance (? ? 0.05) in the the degree of possessing professional competencies among educational supervisors attributed to the impact of (gender and academic qualification), and the existence of differences depending on the variable (years of experience). The results also showed ahat there were statistically significant differences at the level of (? ? 0.05) on the level of performance improvement of teachers due to the impact of (academic qualification, and years of experience), and no statistically significant differences arttributed to the (gender). The results also showed a statistically significant positive relationship between the the degree of possessing professional competencies among educational supervisors and the extent of improvement in teachers' performance in Kuwait from the teachers` viewpoint.
Based on the results of the study, the researcher recommended the to focus on the competency of planning of educational supervisors, and holding training courses for them and teachers to improve their level in planning, especially the construction of annual and quarterly plans. the researcher also recommended that the Ministry of Education encourage educational supervisors to conduct research and scientific studies that aime to develop teachers' performance and providing rewards for those who do it.
