الملخص بالعربية |
هدفت الدراسة الى: تحليل مراحل تطور الحياة السياسية التي مر بها النظام السياسي الكويتي، ودراسة واقع تنظيم العلاقة بين السلطات التنفيذية والتشريعية في إطار الدستور الكويتي، وتحليل تأثير العلاقة بين السلطتين التشريعية والتنفيذية على الاستقرار الحكومي في دولة الكويت خلال الفترة 2006- 2016.
وقد إعتمدت الدراسة على المنهج المؤسسي في التثبت من صحة الفرضية هناك علاقة ارتباطية بين شكل العلاقة بين السلطات في الكويت التنفيذية والتشريعية وبين الاستقرار الحكومي في الكويت خلال الفترة 2006-2016.
وقد توصلت الدراسة الى النتائج التالية: أن العلاقة غير المتوازنة بين السلطة التنفيذية والتشريعية في دولة الكويت قد ساهمت بشكل مباشر في عدم الاستقرار الحكومي، فقد مرت التجربة البرلمانية في دولة الكويت في العديد من الخلافات والنزاعات بين السلطتين التشريعية والتنفيذية، وعلى الرغم من حالات المد والجزر في العلاقة بين مجلس الامة والحكومة الكويتية وحالة التجاذب والتنافر والتنافس الى أن ذلك يدل على ديمقراطية المشهد السياسي في الكويت، وأن الكويت قد شهدت خلال الأعوام الستة (2006 -2016) حل سبعة مجالس نيابية واستقالة الحكومة سبع مرات الامر الذي يعد تصاعد خطير في الحياة السياسية والعلاقة بين الحكومة والمجلس النيابي الكويتي، وكانت أكثر الفترات حدة في الازمة السياسية أزمة عام 2011 حيث دخلت العلاقة بين السلطات منعطفاً خطيراً واحتدام الصراع بين المجلس والحكومة، مما ساهم في خروج القوى السياسية الكويتية إلى الشارع لأول مرة والمطالبة بإقالة رئيس الوزراء الشيخ ناصر المحمد الصباح.

This study aimed at analyzing the stages of the political life of the Kuwaiti political order, studying the reality of regulating the relationship between the executive and legislative authorities within the framework of the Kuwaiti Constitution, and analyzing the impact of the relationship between the legislative and executive authorities on the government stability in the State of Kuwait during the period 2006-2016.
The study relied on the institutional approach in verifying the validity of the hypothesis. There is a correlation between the form of the relationship between the authorities in Kuwait executive and legislative and the government stability in Kuwait during the period 2006-2016.
The study reached the following conclusions: The imbalanced relationship between the executive and legislative authorities in the State of Kuwait has directly contributed to the government instability. The parliamentary experience in Kuwait has experienced many disputes and disputes between the legislative and executive authorities. Despite the tidal conditions In the relationship between the Kuwaiti parliament and the government and the state of attraction, discontent and competition that this indicates the democratic political scene in Kuwait, and that Kuwait has witnessed during the six years (2006 - 2016) the dissolution of seven parliamentary councils and the resignation of the government seven times, And the relationship between the government and the Kuwaiti parliament. The most acute period in the political crisis was the crisis in 2011, where the relationship between the authorities entered a serious turn and the intensification of the conflict between the Council and the government.
