الملخص بالعربية |
تناولت هذه الدراسة إلى بيان التطورات السياسية والتشريعية التي مرت بها الحياة النيابية في الأردن، ومعرفة تأثير قوانين الانتخاب التي يتم على أساسها انتخاب مجلس النواب عشر والثامن عشر، وتأثير تلك القوانين على سلوك الناخب في اختيار مرشيحه لمجلس النواب، ومعرفة اثر الأوضاع السياسية والاقتصادية والاجتماعية، والقانونية على سلوك الناخب في اختيار النائب المناسب، وقد كان السؤال المحوري في الدراسة هو : ما هو اثر قانون الانتخاب الأردني على السلوك الانتخابي لمجلس النواب السابع عشر والثامن عشر من خلال المقارنة بينهما؟
وللوصول إلى النتائج المرجوة من الدراسة اتبع الباحث أربعة مناهج هي منهج تحليل النظم، والمنهج الوصفي التحليلي، ومنهج صنع القرار والمنهج المقارن؛ حيث أن تلك المناهج تناسب تلك الدراسة وتؤدي الى نتائج مناسبة.
وكان من أهم نتائج الدراسة أن أهم ما يضطلع به القانون الانتخابي هو حرصه على التأثير الايجابي على سلوك الناخب في اختيار المرشح الأفضل وذلك من خلال غرس المواطنة والانتماء والديمقراطية والشفافية، لان التجزئة الاجتماعية تؤدي إلى ضياع فكرة الوطن وتلاشي فكرة الدولة وضياع فكرة المصلحة العامة الأمر الذي تتحول فيه الانتخابات إلى ميدان للصراع في المصالح الخاصة المتضاربة وكذلك فإن فكرة المواطنة والانتماء والوحدة الوطنية لم يكن لها تأثير على سلوك الناخب في اختيار مرشحين مجلس النواب السابع عشر بينما كان لها تأثير في مجلس النواب الثامن عشر إلى حد ما، ولم يؤدي سلوك الناخب الأردني في اختيار مجلس النواب العام 2016 إلى تطوير قرارات النواب وارتفاع معدل النمو السياسي وتحول سلوك الناخب للتأثير ايجابيا على إرادة الشعب ( الناخبين) ومن ثم التأثير على فجرة السياسة العامة.
وبناء على نتائج الدراسة فقد أوصى الباحث في نهاية دراسته بعدة توصيات مهمة كان أهمها : العمل على استحداث قانون انتخاب أكثر عصرية وملائمة لسلوك الناخب الأردني وموقفه من قانون الانتخاب لسنة 2016 بحيث يناسب جميع أطياف المجتمع وإرادته، والعمل على تطوير البرامج والشعارات الانتخابية للناخب بحيث تناسب عقلية المواطن الأردني وواقعيته الاجتماعية والسياسية، وكذلك العمل على إجراء مزيد من الدراسات والأبحاث حول هذه الدراسة لأهميتها.

The purpose of this study is to explain the political and legislative developments that have taken place in the parliamentary life in Jordan and to know the impact of the election laws on which the Council of Representatives is elected. The impact of these laws on voter behavior in choosing a candidate for the House of Representatives, The main question in the study was: What is the effect of the Jordanian electoral law on the electoral behavior of the 17th and 18th Parliament by comparing them?
In order to achieve the desired results of the study, the researcher followed four methods: systems analysis, analytical descriptive, decision-making and comparative approaches.
One of the most important results of the study is that the most important thing of the electoral law is its concern to positively influence the behavior of the voter in selecting the best candidate through the implantation of citizenship, belonging, democracy and transparency, because social fragmentation leads to loss of the idea of the nation and the disappearance of the idea of the state and the loss of the idea of public interest In which the elections turn into a field of conflict in the conflicting private interests as well as the idea of citizenship and belonging and national unity did not have an impact on the behavior of the voter in the selection of candidates of the House of Representatives XVII while it had an impact in the House of Representatives to some extent, Jordan leads the voter's behavior in the selection of the General Council of Representatives in 2016 to develop the decisions of the House of Representatives and the high growth rate and political transformation of the behavior of the voter to influence positively on the will of the people (voters) and then influence the public policy ignited.
Based on the results of the study, the researcher recommended a number of important recommendations at the end of his study. The most important of these were the following: ? To develop a more modern and appropriate electoral law for the behavior of the Jordanian voter and his position on the electoral law of 2016, so that it fits all sectors of society and his will. The Jordanian citizen and his social and political reality, as well as work on further studies and research on this study of its importance
