هدفت هذه الدراسة لقياس جودة الخدمة التعليمية المقدمة للطلبة السوريين في مدارس لواء قصبة اربد من وجهة نظر المعلمين، حيث تقوم الدراسة على تتبع الاجراءات التـي قامت بها وزارة التربية الأردنية لتقديم الخدمة التعليمية للطلاب السوريين في كافة المراحل على الرغم من شح الموارد، والكشف عــن الصــورة الواقعيــة لجودة الخدمات التعليمية المقدمة في مدارس الفترة المسائية في محافظة اربد وإمداد المسؤولين والقائمين على أمر جودة الخدمة التعليمية بحقائق عن واقع تطبيق جودة الخدمة التعليمية وتشــخيص الصــعوبات التــي تعترضــها لكي نتمكن من تحديد سبل العلاج ووسائل التطوير.
ولتحقيق أهداف الدراسة تم بناء وتطوير استبانة تكونت من (60) فقرة موزعة على ثلاثة محاور، وهي (واقع تطبيق جودة الخدمة التعليمية، معايير جودة الخدمة التعليمية، ابعاد جودة الخدمة التعليمية) وأجاب عليها (247) معلماً ومعلمة اختيروا بالطريقة العشوائية من مجتمع الدراسة، وهم جميع المعلمين في لواء قصبة اربد للعام الدراسي(2018/2019).
وأظهرت نتائج الدراسة أن جودة الخدمة التعليمية المقدمة للطلبة السوريين في الفترة المسائية في لواء قصبة اربد كانت متوسطة. وبالنسبة لمحاور الدراسة فقد جاءت معايير جودة الخدمة التعليمية في المرتبة الأولى وبدرجة متوسطة، وواقع تطبيق جودة الخدمة التعليمية في المرتبة الثانية وبدرجة متوسطة، وابعاد جودة الخدمة التعليمية في المرتبة الثالثة وبدرجة متوسطة. كما أظهرت النتائج وجود فروق ذات دلالة إحصائية تعزى لمتغير المسمى الوظيفي وكان الفرق لصالح المعلم، وأظهرت النتائج عدم وجود فروق ذات دلالة إحصائية تعزى لمتغيرات الخبرة، ومتغير الجنس، ومتغير المؤهل العلمي.

This study aimed to measure the quality of educational service provided to Syrian students at the existed schools in district of Kasabah Irbid according to the teachers. The study also took in consideration the taken procedures by the Jordanian Ministry of Education to provide educational service to Syrian students at all stages despite the lack of resources. Another goal was to reveal the actual situation for the quality of the educational service provided at the evening schools in Irbid state, and provide the officials with facts about how much the educational service comply to the desired expectations and diagnosis the difficulties in order to improve and develop the educational service.
In sake of achieving the goals of this study, a questionnaire was designed and developed consisting of sixty paragraphs divided on three main aspects: the real implementation, the quality standards, and the scope of the educational service. The participated sample consists of a total of 247 teachers who were selected randomly from the teaching community in district of Kasabah Irbid during the academic year 2018-2019. The questionnaire was validated properly.
The results have showed that the quality of the educational service provided to the Syrian students in in district of Kasabah Irbid was average/good. With regard to the aspects of the study, the quality standards of the educational service came first, followed by the real implementation of the educational service, and finally the scope of the educational service. There were a statistical differences at the significance level (0.05) among the average answers gathered from the participants. The difference is attributed to the variable of job title and it was in favor of teacher. The study also showed there were no statistical differences at the significance level (0.05) among the average answers gathered from the participants. The absence of the difference is attributed to the variables of the gender, the experience, and the educational qualification
