هدفت هذه الدراسة إلى التعرف على مستوى تطبيق الرقابة الادارية بأبعادها (تحديد معايير الأداء، قياس الأداء الفعلي، مقارنة الأداء مع المعايير، تصحيح الأخطاء والانحرافات) في بلدية الزرقاء الكبرى، ولتحقيق أهداف الدراسة تم استخدام المنهج الوصفي التحليلي، حيث قام الباحث بتوزيع (500) استبانة، وتـم استرداد (425) استبانة منها، وبعد مراجعة الاستبانات تبين أن هناك (16) استبانة غير صالحة للتحليل الاحصائي، بناءاً على ذلك فقد تكـونت عينة الدراسـة من (409) موظف وموظفة تم اختيارهم بالطريقة العشوائية، واستخدمت الاستبانة لجمع البيانات واستخدم برنامج (SPSS) لتحليل بيانات الدراسة فأظهرت الدراسة العديد من النتائج منها: أن هناك مستوى مرتفع لعملية الرقابة الإدارية فيما يتعلق بقياس الأداء الفعلي في بلدية الزرقاء من وجهة نظر العاملين فيها، ويوجد مستوى متوسط لعملية الرقابة الإدارية فيما يتعلق بتحديد معايير الأداء في بلدية الزرقاء من وجهة نظر العاملين فيها، يوجد مستوى متوسط لعملية الرقابة الإدارية فيما يتعلق بقياس الأداء الفعلي في بلدية الزرقاء من وجهة نظر العاملين فيها، وأوصت الدراسة بمجموعة توصيات أبرزها: ضرورة تصميم أنظمة الرقابة الداخلية لضمان استمرار عمليات المراقبة كجزء من العمليات الداخلية في البلدية، وزيادة الاهتمام بإعداد خطط استراتيجية لها انعكاس إيجابي في معايير الأداء في بلدية زرقاء. |

The current study aimed to identify the level of the application of the administrative control with its dimensions of (determining the performance criteria, measuring the actual performance, comparing performance with criteria, and correcting errors and deviations) in Zarqa's greater municipality. To achieve the objectives of the study, the descriptive and analytical approach was used where the researcher distributed (500) questionnaires out of which (425) questionnaires were retrieved. After reviewing the questionnaires, there were (16) questionnaires invalid for the statistical analysis. Accordingly, the study sample consisted of (409) male and female employees who were randomly selected. The questionnaire was used to collect data and the SPSS was used for analyzing study data. The study concluded that there was a high level for the administrative control with regards to measuring the actual performance in Zarqa's greater municipality from the point of view of its employees, there was a medium level for the administrative control process with regards to determining the performance standards in Zarqa's municipality from the point of view of its employees and a medium level for the administrative control process in terms of measuring the actual performance in Zarqa's greater municipality from the point of view of the employees. The study recommended the need to prepare internal control systems to ensure the continuation of the control operations as part of the internal operations in the municipality, and the need of increasing attention in preparing its strategic plans with a positive reflection on the performance standards in the municipality |
