الملخص بالعربية |
تطرقت هذه الدراسة إلى بحث العوامل المؤثرة على قرارات الأمم المتحدة في التدخل الدولي في الأزمة السوريّة, وتفسير مبدأي؛ التدخل الإنساني, وعدم جواز التدخل في شؤون الغير وتطبيقهما على المسألة السوريّة, واستعراض أهم القرارات الصادرة عن منظمة الأمم المتحدة بخصوص الأزمة السورية.
إذ تم استخدام منهج تحليل النظم رصد العوامل والمحددات المتوفرة والتي تساعد في عمليّة الربط بين متغيرات البحث وتفاعلاته مع بعضها البعض, كذلك تم استخدام منهج النظام الدولي لبيان كيفيّة استخدام وإدارة هذه التفاعلات ليمكن استثمارها بالشكل المناسب, كما تم استخدام المنهج الوصفي التحليلي لتوضيح العلاقة بين العوامل الدولية وتأثيرها على قرارات منظمة الأمم المتحدة.
وقد توصلت الدِّراسة إلى ومن أبرز العوامل المؤثرة على قرارات الأمم المتحدة استخدام روسيا والصين حق النقض (الفيتو) ثلاثة مرات في مجلس الأمن اللتين حالتا دون صدور قرارات إدانة ضد النظام السوري في الانتهاكات الإنسانية التي ارتكبها, كذلك لم يتم تفعيل بنود القانون الدولي لإحلال السلام والأمن في الأزمة السوريّة، وحلها والتدخل فيها دوليا تحت غطاء الشرعيّة الدوليّة والمظلة الأمميّة، باعتبارها أزمة تهدد السلام والأمن الدوليين، إلا أن ما يعيق جهود المجتمع الدولي من التعامل مع الأزمة السوريّة بالشكل المطلوب ومن التدخل بالدرجة الأولى هو صلاحيات كل من روسيا الاتحاديّة والصين، باستخدام حق النقض الفيتو) في مجلس الأمن.

This study addressed the factors affecting UN resolutions in international intervention in the Syrian crisis, and a principled interpretation of humanitarian intervention, the non-possibility of interfering in the affairs of others and applying them to the Syrian issue, and reviewing the most important resolutions issued by the United Nations regarding the crisis. Syrian.
Where the system analysis method was used to monitor the factors and determinants available and help in the process of linking the research variables and its interactions with each other, the international system method was used to show how these interactions are used and managed to be invested appropriately, as the method was used Analytical descriptive to illustrate the relationship between international factors and their impact on UN resolutions.
The study found that one of the most prominent factors affecting the UN resolutions is the use of russia and China's veto three times in the Security Council, which prevented the issuance of condemnations against the Syrian regime in the humanitarian violations committed by him, as well as the provisions of international law have not been activated.
