This study aimed to showing the role of the ascending powers influencing on the international system in the period 2008- 2017 and studying Russia case study for these powers , AS well as statement of the concept of the concept of the role of the state and its exclusion in the international system, it highlighted the concept of ascending powers, special factors and limitation of these power their implications for the international system and the study of Russia role as an ascending power and its relation with major power within the frame work of the international system. In order to reach realistic objectives of the study , the searcher used the approach of international system, the national interest approach one of the findings of the researcher is the emergence of ascending powers, Such as Russia ,it have achieved many of economic, Technology, Military, external and internally the international system is not a static state but dynamic state it is not a static state ,It changes from time to time , It organized by many interactions between international units many interactions between international units
