الملخص بالعربية |
جاءت الدراسة بهدف توضيح أهمية الحكم الرشيد كونه أصبح أحد الشروط الأساسية والجوهرية للنهوض بالتنمية بمختلف أشكالها الاقتصادية الاجتماعية والسياسية نظراً لما يوفره من بيئة وآليات سياسية في مواجهة التحديات التي تواجه الدولة والمجتمع، كما ألقت الدراسة الضوء على أهم التجارب في هذا المجال وهو التجربة الماليزية في الحكم الرشيد وتحقيق التنمية، حيث أنها تجربة تستحق الوقوف عندها، لما حققت من نجاحات في عدة مجالات على صعيد البيئة السياسية والنظام الانتخابي والعقد الاجتماعي والدستور والمواطنة وحقوق الأقليات وغيرها، لذلك قامت مشكلة الدراسة على السؤال الرئيسي المتمثل في: " كيف استطاع الحكم الرشيد في ماليزيا من تحقيق التنمية فيها خلال فترة الدراسة(2002-2018)؟".
كما أكدت الدراسة صحة الفرضيات وأجابت على تساؤلات الدراسة المتمثلةبـ "ما دور النخبة الحاكمة في تحقيق التنمية؟، وما دور ديمقراطية النظام الماليزي في تحقيق التنمية؟، ما دور المجتمع المدني الفاعل في تحقيق التنمية؟، وما هي التحديات الداخلية والخارجية التي تواجه التنمية في ماليزيا؟، وقد توصلت إلى مجموعة من النتائج والتوصيات أهمها:
1. قامت الحكومة الماليزية بمواجهة الاثار السلبية والمحتملة للتحول الحضري، والتنمية الاقتصادية، وجهود التحديث والعولمة، من خلال التركيز في الخطط التنموية على مواجهة القضايا الاجتماعية وتعزيز القيم الاخلاقية الايجابية كجزء من متطلبات التنمية في اطار رؤية 2020.
2. ان تجربة ماليزيا الحضارية والتكنولوجية والاقتصادية لم تأتِ من فراغ بقدر ما هي نتاج جهد القيادة الماليزية.
3. هذه التجربة الرائدة والمتفردة في كثير من عناصرها يجب على الدول العربية الإفادة منها، بأن ترتقي المكونات السياسية والفكرية إلى تجسيد الوحدة الوطنية بأفعالها وليس بأقوالها، بإشاعة ثقافة التسامح بالمضي قدماً إلى الإمام لتحقيق التنمية بكافة أشكالها عن طريق تطبيق ما فعلته ماليزيا.

The study aims at clarifying the importance of good governance as it has become one of the basic and fundamental conditions for promoting development in its various socio-economic and political forms due to its environment and political mechanisms in facing the challenges facing the state and society. The study also highlighted the most important experiences in this field And the achievement of development, as it is an experience worthy of standing, because of the successes in several areas in terms of the political environment and the electoral system and the social contract and the Constitution and citizenship and the rights of minorities and others, so the problem of study on the issue The main goal for the: "How could good governance in Malaysia to achieve development during the study period (2002-2018)?".
The study also confirmed the validity of the hypotheses and answered the study's questions: "What is the role of the ruling elite in achieving development?" What is the role of the Malaysian democracy in achieving development? What is the role of civil society in achieving development? What are the internal and external challenges facing development in Malaysia? ?, And reached a set of conclusions and recommendations, the most important of which:
1. The Malaysian government has tackled the negative and potential effects of urbanization, economic development, modernization and globalization efforts by focusing on development plans to address social issues and promote positive ethical values as part of the development requirements within the vision of 2020.
2. Malaysia's cultural, technological and economic experience did not come from a vacuum as much as the result of Malaysian leadership's effort.
3. This pioneering and unique experience in many of its components must be exploited by the Arab countries to elevate political and intellectual components to the embodiment of national unity in their deeds and not in their words by spreading the culture of tolerance and moving forward to achieve development in all its forms through the implementation of what Malaysia has done
