هدفت الدراسة التعرف إلى واقع وفاعلية تطبيق نموذج الإشراف بالأهداف على العملية التعليمية في دولة الكويت من وجهة نظر الإدارات المدرسية والمشرفين التربويين والمعلمين. كما هدفت الدراسة الى الكشف عن الفروق الدالة إحصائياً -إن وجدت- بين استجابات أفراد عينة الدراسة حول واقع وفاعلية تطبيق نموذج الإشراف بالأهداف على العملية التعليمية في الكويت تبعاً لمتغيرات: الجنس، والوظيفة، وسنوات الخبرة.
ولتحقيق أهداف الدراسة قام الباحث بتطوير استبانة مكونة من (39) فقرة موزعة على ثلاثة محاور تمَّ تطبيقها على عينة مكونة من (292) من المديرين والمشرفين التربويين والمعلمين.
أظهرت نتائج الدراسة أن درجة تطبيق وفاعلية نموذج الإشراف بالأهداف من وجهة نظر الإدارات المدرسية والمشرفين التربويين والمعلمين بدولة الكويت كانت "مرتفعة". كما أظهرت النتائج عدم وجود فروق دالة إحصائياً بين متوسطات استجابات المديرين والمشرفين التربويين والمعلمين حول درجة تطبيق وفاعلية نموذج الإشراف بالأهداف على العملية التعليمية في الكويت تبعاً لمتغيرات: الجنس، والوظيفة، وسنوات الخبرة.
وفي ضوء نتائج الدراسة قدّم الباحث عدداً من التوصيات من أهمها تعميم تطبيق نموذج الإشراف بالأهداف على بقية المناطق التعليمية في الكويت.

The study aimed at investigating the actual application and effectiveness of applying the model of supervision by objectives on the teaching/learning process in the State of Kuwait from the perspectives of school administrations, supervisors and teachers. The study also aimed at investigating whether there are statistically significant differences between the responses of the study sample on the actual application and effectiveness of applying the model of supervision by objectives on the teaching/learning process in the State of Kuwait because of the variables of gender, job title, and years of experience.
To achieve the objectives of the study, the researcher made a questionnaire that is consisted of (39) items distributed on three domains. The questionnaire was conducted on a sample consisted of (292) male and female principals, supervisors and teachers.
The study results revealed that the degree of the actual application, the effectiveness of applying the model of supervision by objectives on the teaching/learning process in the State of Kuwait was high. The study results also revealed that there were no statistically significant differences between the responses of the study sample on the actual application, the effectiveness of applying the model of supervision by objectives on the teaching/learning process in the State of Kuwait because of the variables of gender, job title, and years of experience.
In light of the study results, the researcher recommended that the obstacles that may hinder the implementation of the model of supervision by objectives should be reduced, and the generalization of applying the model of supervision by objectives on all of the educational areas in Kuwait
