هدفت هذه الدراسة للتعرف إلى درجة توافر آليات التنمية المهنية وعلاقتها بفاعلية اتخاذ القرار لدى مديري المدارس الابتدائية بدولة الكويت. ولتحقيق أهداف الدراسة استخدم الباحث المنهج الوصفي المسحي الارتباطي نظراً لملاءمته لطبيعة وأهداف الدراسة. تمثلت أداة الدراسة بالاستبانة، وقد قام الباحث بالتأكد من صدقها وثباتها. تكونت عينة الدراسة من (346) مديراً ومساعديهم في جميع المدارس الابتدائية بدولة الكويت البالغ عددها (241) مدرسة.
توصلت الدراسة إلى أن درجة توافر آليات التنمية المهنية في المدارس الابتدائية بدولة الكويت جاءت بدرجة عالية، وأن درجة فاعلية اتخاذ القرار لدى مديري المدارس الابتدائية في دولة الكويت جاءت عالية، كما تبين عدم وجود فروق ذات دلالة إحصائية في تقدير عينة الدراسة لدرجة توافر آليات التنمية المهنية في المدارس الابتدائية بدولة الكويت تعزى لأثر (الجنس، والخبرة)، ووجود فروق ذات دلالة إحصائية في تقدير عينة الدراسة لدرجة توافر آليات التنمية المهنية في المدارس الابتدائية بدولة الكويت تعزى لأثر (المؤهل العلمي، والمنطقة التعليمية). كما بينت النتائج عدم وجود فروق ذات دلالة إحصائية في تقدير عينة الدراسة لدرجة فاعلية اتخاذ القرار لدى مديري المدارس الابتدائية بدولة الكويت تعزى لأثر (الجنس، والخبرة)، ووجود فروق ذات دلالة إحصائية في تقدير عينة الدراسة لدرجة فاعلية اتخاذ القرار لدى مديري المدارس (المنطقة التعليمية، والمؤهل العلمي). كما أظهرت النتائج وجود علاقة ارتباط إيجابي دال إحصائياً بين درجة توافر آليات التنمية المهنية ودرجة فاعلية اتخاذ القرار في المدارس الابتدائية بدولة الكويت.
خرجت الدراسة بالعديد من التوصيات، منها: أهمية الدورات التدريبية التي تقدمها وزارة التربية وإدارات المناطق التعليمية إلى مديري المدارس الابتدائية بدولة الكويت، وزيادة عدد الندوات والمحاضرات التي تقدم لمديري المدارس ومساعديهم فيما يتعلق بمشكلات مجتمع المدرسة، وتكثيف اللقاءات بين مديري المدارس ومساعديهم.

This study aimed to identify the degree of availability of professional development mechanisms and its relationship with decision-making effectiveness among the elementary schools principles in Kuwait.
The study sample consisted of (346) of schools principles and their assistants in all primary schools in Kuwait of (241) Schools.
The study showed :
- A high degree of availability of professional development mechanisms in primary schools in Kuwait.
- A high degree of decision-making effectiveness among elementary school principals in Kuwait.
- There were no statistically significant differences in the estimation of the respondents to the availability of professional development mechanisms in primary schools in Kuwait due to the impact of the sex and experience. The presence of statistically significant differences in the estimation of the respondents to the availability of professional development mechanisms in primary schools in Kuwait due to qualification and the educational area.
- There were no statistically significant differences in the estimation of the respondents to the degree of effectiveness of decision-making of elementary school principals in Kuwait due to the impact of (gender and experience). The presence of a statistically significant difference in the estimation of the respondents to the degree of effectiveness of the decision-making of elementary school principals in Kuwait due to the impact of (educational qualification, and Educational area).
- The existence of a positive relationship between the degree of availability of professional development mechanisms and the degree of effectiveness of the decision-making in primary schools in Kuwait.
The researcher provides a number of recommendations, including: the importance of training courses offered by the Ministry of Education and Educational zones to elementary school principals in Kuwait. The study also recommends the importance of increasing the number of seminars and lectures that provide for school administrators and their assistants with regard to the problems of the school community. Furthermore intensify meetings should be done between the schools and their assistant?s managers, and discussing problems encountered in carrying out their role. Also suggests to increase the number of professional development programs which offered to elementary school principals in Kuwait and their assistants
