This study aimed to identify the most prominent obstacles facing human rights in the Arab world, and the reasons for the current violations of human rights in the Arab world through: identify the concept of human rights in international covenants and instruments the most important human rights established by international legislation on refugee rights in the host State has recognized the role of the international system to resolve constraints facing human rights in the Arab world The importance of the study on the role of the international community towards the obstacles facing human rights especially after the violations of human rights and genocidal wars with an indication of the most important human rights established by international legislation to address constraints. The study on detection of question the next President: What are the constraints facing human rights in the Arab world and the role of the international community towards her? This study has adopted the descriptive analytical, systems analysis approach, legal the descriptive, with a view to achieving the objectives of the study This study has reached the following conclusions and recommendations: The study finds that there is a weakness of the international system of protection of human rights in the Arab world, attributed to the policies of the major powers, and it's still a culture of human rights in the Arab world recent culture, and now is not to integrate the key elements in the intellectual and cultural discourse in an appropriate manner The study recommended seeking the need to respect and apply the recommendations and resolutions of United Nations organs relating to human rights and to assume the host nation of the refugee humanitarian responsibilities towards humanitarian refugees and other victims of forced migration need, with regard to the problem of refugees social and humanitarian problem of activating international human rights conventions
