الملخص بالعربية |
تهدف الدراسة إلى التعرف على الدور الرقابي الذي يقوم المركز الوطني لحقوق الإنسان في الأردن من العام 2002 إلى العام 2016, وما الأثر الذي يتركه هذا الدور على التنمية السياسية في الأردن, وقد قامت الدراسة على فرضية رئيسية مفادها " هناك علاقة ما بين الدور الرقابي الذين يقوم به المركز الوطني لحقوق الانسان والتنمية السياسية ", وكانت إشكالية الدراسة تتمحور حول السؤال التالي " ما أثر الدور الرقابي للمركز الوطني لحقوق الانسان في الاردن وإنعكاساته على التنمية السياسية؟ وقد أعتمدت الدراسة للجواب على السؤال المحوري التحقق من صحة الفرضية على منهج " النظم التحليلي " والمنهج التاريخي.
هذا وقد جاءت الدراسة مؤكدة لصحة الفرضية وأوصلتنا إلى الاستنتاجات أهمها: قيام المركز الوطني لحقوق الإنسان على إستراتيجية تنموية ناجحه لتعزيز حقوق الإنسان حيث أنه بذلك يمضي قدماً لتحقيق التنمية السياسية في الأردن, كما أن المركز الوطني لحقوق الإنسان ساهم في تعديل التشريعات والقوانين الوطنية لتكون متوائمة مع الدستور الأردني والمعايير الدولية,وقد أـستوجبت الإستنتاجات الآنقة عدة توصيات من أهمها: ضرورة تكاتف مؤسسات المجتمع المدني والحكومة لتعزيز حقوق الإنسان في الأردن من خلال تسويت التشريعات والقوانين الفاعلة والمقترحة لتتواءم مع الدستور الأردني والمعايير الدولية لحماية حقوق الإنسان مما يساهم في تحقيق التنمية السياسية, وتفعيل دور الإعلام في توعية وتثقيف المواطنين بحقوقهم التي نص عليها الدستور الأردني والمعاهدات والإتفاقيات الدولية المعنية بحقوق الانسان.

The study aims at dealing with the supervisory role of the National Centre for Human Rights in Jordan for the period between 2002-2016, What is its impact on the political development?, This study based on assumption stated that: " there is a correlation between the supervisory role play by the National Centre for Human Rights and The Political Development in Jordan, The study's problem based on pivotal question that: " what is the supervisory role of the National Center for Human Rights in Jordan and its impact on the political development?". In order to achieve the objectives of the sudy, to assure the validity of the assumption and answer the pivotal question, systematic analytical approach and historical approach has been adopted.
Accordingly the study has reached the validity of the assumption, concluded the following main inferences, the most important of them: The National Center for Human Rights based on the successful development strategy to promote human rights, where the center proceed to achieve political development in Jordan, and this centre contributed to amend legislation and national laws to be aligned with the Jordanian Constitution and international standards, and the conclusions of study may necessitated a number of recommendations including: need to the combine between the civil society organizations and the government to promote human rights in Jordan. Through prepare legislation as well as suggested laws and active laws to conform with the Jordanian constitution and international standards for the protection of human rights thus contributing to the political development, activating the role of the media in raising awareness and educating citizens about their rights enshrined in the Jordanian constitution and the treaties and international human rights conventions
