تحاول هذه الدراسة تحليل طبيعة العلاقة بين بنية النظام السياسي وبين الاستقرار السياسي في الكويت في الفترة ما بين 2001-2015 وهي الفترة التي شهدت فيها دولة الكويت تحديات سياسية وأمنية أثرت ولازالت تؤثر على استقرارها السياسي، وبناءاً على مشكلة الدراسة وتساؤلاتها تقوم الدراسة على فرضيات رئيسية مفادها: هناك علاقة ارتباط إيجابية بين بنية النظام السياسي الكويتي وبين استقرارها السياسي، وقد اعتمدت الدراسة منهج التحليلي النظمي في معالجة موضوع الدراسة والاجابة على تساؤلاتها .
وقد خلصت الدراسة الى عدة نتائج وأهمها: أن النظام السياسي الكويتي هو نظام وسط بين النظامين البرلماني والرئاسي، وروعـيـت فيه الخصوصية الكويتية في إرســاء دواعــم الديمقراطية مـع الـحـفـاظ على حكم آل الــصــبــاح، وتعتبر التجربة الديمقراطية في الكويت من أقدم وأرسـخ التجارب الديمقراطية في منطقة الخليج، حيث انتهجت الدولة الكويتية منذ نشأتها الأولـى نهجاً شورياَ يـؤسـس لـلـعـلاقـة بـيـن الـحـاكـم والـمـحـكـوم عـلـى مـرتـكـزات الديمقراطية نوعا ما، بحيث يضمن للمواطنين حق اختيار الـحـاكـم ومـبـايـعـتـه ومـسـاءلـتـه فـي كـل مـا يتعلق بـشـؤون الحكم وإدارة البلاد، وأن الأزمات السياسية في الكويت يلقى بها على عاتق الحكومة، إذ ترجع غالب الأزمات السياسية الى سلوكيات الحكومة بوجه عام، ويرى أنصار هذا الرأي أن الحكومة تفتخر بشكل دائم بأن الكويت واحة الديمقراطية في منطقة الخليج، لكنها في الوقت نفسه ترفض استجواب وزرائها وهذا يمثل جوهر الأزمة وسببها، كما أن الحكومة الكويتية غير جادة في تغيير بعض القوانين وخاصة فيما يتعلق بحقوق المرأة، وتوسيع قاعدة المشاركة الشعبية، وحل القضايا الإجتماعية كقضية "المجنسون" و"البدون"، وبتالي فأن بنية النظام السياسي الكويتي تلعب دور رئيسي في تحقيق مطالب مختلف شرائح المجتمع الكويتي، وتعزيز الديمقراطية والمشاركة السياسية التي ترسخ دولة القانون والمؤسسات وبما ينعكس على اسقرار دولة الكويت.
وفي ضوء النتائج السابقة توصي الدراسة: بأن يكون هناك تطبيق حقيقي وجدي وواضح لدستور 1962، للتأكد من سلامة تطور الشعب في ثقافته الدستورية والقانونية ولكي يتيح المجال في التطور الديمقراطي الحقيقي، فالاستقرار السياسي لا يأتي بمزيد من الإجراءات الاحترازية أو تكثير لائحة الممنوعات والاستثناءات ولكن من خلال حياة سياسية حقيقية تتبادل فيها الأفكار والتصورات والمشروعات بطريقة ديمقرطية.

This study attempts to analyze the nature of the relationship between the political structure of the system and the political stability in Kuwait in the period between 2001-2015, a period in which the State of Kuwait has seen political and security challenges have affected and still affect the political stability, and based on the problem of the study and its questions the study on major assumptions that : there is a positive correlation between the Kuwaiti political system structure and the political stability of the relationship, the study of systemic analytical approach in dealing with the subject of the study and answer its questions were adopted.
The study concluded several results, including: Kuwait's political system is a central system between the two systems parliamentary and presidential, and takes into account the Kuwaiti privacy in the establishment of periodontal democracy while preserving the rule of the Al-Sabah, and considers the democratic experience in Kuwait, one of the oldest and firmer democratic experiments in the Gulf region, where pursued a Kuwaiti state since the first inception Churya approach establishes the relationship between the ruler and the ruled on the foundations of democracy somewhat, so as to ensure citizens' right to choose their ruler and pledge allegiance and accountability in all aspects of governance and management of the country, and that the political crisis in Kuwait thrown out on the government, as it often is due political crises to the behavior of the government in general, proponents of this view and believe that the government permanently boasts that Kuwait is an oasis of democracy in the Gulf region, but at the same time refusing to questioning ministers and this represents the essence of the crisis and caused, and the Kuwaiti government is not serious about changing some laws, especially with the rights of women and to broaden the base of popular participation, and resolve social issues as a matter of "naturalized" and "Bidun", and Batalli the Kuwaiti political system architecture plays a key role in achieving the various segments of the Kuwaiti society's demands, and the promotion of democracy and political participation that reinforce the state of law and institutions, as reflected in the Asagrar Kuwait.
In light of the previous findings, the study recommends: that there be a real application and a serious and clear to the Constitution of 1962, to ensure the safety of the evolution of people's constitutional and legal culture and in order to allow real democratic development, political stability is not coming in more precautionary measures or the multiplication of the list of prohibitions and exceptions but through real political life where the exchange of ideas, perceptions and projects Damcrdoah manner
