الملخص بالعربية |
تتناول الدراسة موضوع الابعاد الاقتصادية في العلاقات الروسية - الأوروبية بين عامي 2001-2014. وتنبع اهمية هذا الموضوع بان الرؤية الاستراتيجية الروسية للعالم قد تغيرت من التعامل بمنطق الاتحاد السوفيتي (السابق) المعتمدة على الايدولوجية والقدرات العسكرية والرقعة الجغرافية والتعداد السكاني الكبير الى التعامل بمنطق الدولة الكبرى التي تعتمد على منطق القوة الاقتصادية والتنافس على الاسواق الكبرى في العالم على غرار الولايات المتحدة. ومن خلال ما تقدم فان اهداف الدراسة تركزت على ابراز العوامل المؤثرة في العلاقات الروسية - الأوروبية وبيان تاثير الابعاد الاقتصادية والسياسية لهذه العلاقة مع التركيز على البعدين الامريكي والبريطاني ودورهما في تطور العلاقات الروسية - الأوروبية .ولتحقيق هذا الهدف فقد وضعنا طبيعة المشكلة التي يجب تناولها، وهي ان العلاقات تتطور بالرغم من وجود تحديات داخلية وخارجية تؤثر على طبيعة العلاقات ومسارها وعلى علاقة كلا الطرفين في محيطها الاقليمي والدولي. ولكي نحصل على اجابة وحلول لهذه الاشكاليات فقد استندنا على فرضية مفادها ان هناك علاقة ارتباطية للبعد الاقتصادي في العلاقات الروسية ? الأوروبية . في المرحلة التي تولى فيها (فلاديمير بوتين) الحكم في روسيا وتاثيره في تطور العلاقات على المستوى الاقليمي والدولي .
وان تتبع العلاقات يشير الى ان روسيا التي ما تزال من اهم الدول التي تتمتع بثقل سياسي على مستوى المشهد الدولي, وتمتلك من منابع النفط والغاز التي على اساسها قامت الحروب والازمات في العالم في القرن العشرين وهذا يجعلها طرفا محوريا وفعالا على المستوى الدولي. وقد لعب العامل الاقتصادي محددا رئيسيا في العلاقات الدولية , حيث يبرز الهدف الاقتصادي في مقدمة دوافع الدول من اقامة العلاقات. ويعتبر قطاع الطاقة دعامة أساسية للأمن القومي الروسي بمفهومه الشامل ، وأداة تأثير هامة من أدوات السياسة الخارجية الروسية بالنظر إلى الدور المحوري الذي تلعبه روسيا في سوق الطاقة العالمي.
خلاصة القول يُكمن ان نصل الى اربعة حقائق اساسية في العلاقات الروسية - الأوروبية وهي: ان العلاقات الروسية -الأوروبية انطلقت في اقامة العلاقات بينهما من دوافع وغايات ومصالح اقتصادية وسياسة وعسكرية لكل منهما. كما اثبتت روسيا تحت قيادة بوتين أنها ند للغرب، على عكس ما كان متوقعاً أنها ستكون حليفاً ديمقراطياً بعد انهيار الاتحاد السوفييتي

The study aimed at analyzing the issue of economic dimensions in Russian - European relations between 2001-2014, as the importance of the subject is merged out of the Russian strategic world vision which has changed in handling its relations as the former Soviet Union based on ideological, military capabilities, geographic location and the large population towards moving to handling as a major state upon the economic power and competition for major markets in the world like the United States.
Russian - European relations will provide a large European market for the Russian various investments, where Russia is considered important giant strategic depth for the European Union; empowering the of becoming an influential pole in the international relations, with its political and economical influence under the impact of its security umbrella, away from the dominant US policy of unilateralism that marked the US policy after the events of ten atheist September 2001.
The study highlighted the factors affecting the Russian - European relations, and the impact of the economical and political relationship reflections; with a focus on the US and British dimensions and their role in the development of the Russian - European relations.
And to achieve this goal we have set out the nature of the problem that must be addressed, namely the relations are developing in spite of the presence of internal and external challenges affecting this nature of the relationships, for both parties with the reflections of the regional and international relationships. In order to get the answer and the solution to these problems has been one goes on the premise that there is a correlation to the economic dimension in the Russian - European relations as Vladimir Putin took control and his impact on the development of relations at the regional and international level.
Tracking the relations indicates that Russia is still one of the most important countries that enjoy political weight on the international level, as it is the political and the military heir of the former Soviet Union, in addition to that the geopolitical nature in terms of geographical location between Asia and Europe, by owning the headwaters of oil and gas on which caused wars and crises in the world in the twentieth century, giving Russia its pivotal and effective role at the international level.
Economic is the key determinant in the international relations, where highlights economic objective at the forefront of the motives of the countries in establishing its relations. The energy sector is a key pillar to Russian national security in its destruction, and an important tool impacting the Russian foreign policy in the view of the pivotal role played by Russia in the global energy market.
The adoption of the EU on Russian energy sources; Putin has realize this importance, so he planned to take advantage of this energy, to enhance the country's prestige and increase resources to the limit. Putin has used the political conditions in exchange for energy strategy.
The bottom line is that we get to four basic facts in the Russian - European relations namely: The Russian relations - European relations have been established upon the interests of economic and military policy.
Russia also proved under the leadership of Putin, that it is considered a key player with the West, contrary to what was expected, it will be a democratically partner after the collapse of the Soviet Union. And the relations between the EU and Russia over the last two decades, has gone through periods of ups and downs and severe crises, influencing their partnership, which put in all cases, the United States as a strong strategic partner with the European Union. And that Russia is keen to continue its ties with the Arab world, and the development of fruitful cooperation in various economic, political, cultural and strategic areas
