إن موضوع إشراك المرأة في المؤسسة الشورية من المواضيع المهمة والمعاصرة في الوقت الحالي ، بحيث يحتاج إلى معرفة الحكم في اشراكها من الناحية الفقهية والقانونية ، لذلك كانت هذه الدراسة ، وقد قسمت الباحثة هذا الموضوع إلى فصل تمهيدي وفصلين جوهريين:
حيث تناولت هذه الدراسة تاريخ إشراك المرأة في الشورى قديما وحديثا، فتناولت الباحثة الحديث عن مشاركة المرأة في الشورى في الشرائع السماوية، ومشاركتها في الجاهلية قبل الإسلام، وأيضا مدى مشاركتها في التشريعات الوضعية منذ أول مشاركة إلى الوقت الحالي بتوضيح ذلك بنسب معينة.
ولما كانت الشورى تتخذ وسائل وطرق معينه ومنها المؤسسات الشورية كان الحديث عن مفهوم هذه المؤسسات وبيان هذا المفهوم من الناحية الفقهية و وبيانه وتوضيح هذا المصطلح من الناحية القانونية مقارنة ما بين المصطلحين، بالإضافة إلى أهمية هذه المؤسسات من الناحية الفقهية والقانونية ومهمات ووظائف هذه المؤسسات.
كما تناولت هذه الدراسة نماذج مشاركة النساء في الشورى في عهد النبي صلى الله عليه وسلم وفي عهد الخلفاء الراشدين رضوان الله تعالى عليهم.
وتم في هذه الدراسة دراسة حكم مشاركة المرأة بالمؤسسات الشورية ورأي العلماء في هذه المشاركة ببان الآراء ومناقشتها والرد على المناقشات مع بيان الرأي الراجح في هذه المسألة، وبيان الضوابط الشرعية والقانونية لمشاركة المرأة في المجالس الشورية في القانون الأردني .
كما تناولت الدراسة حكم مشاركة المرأة في الانتخابات والأحزاب؛ واللذان لهما علاقة كبيرة بالمؤسسات الشورية على قسمين، وهما كالآتي:
كان الحديث في القسم الأول في بيان مفهوم الانتخابات وحكمها وعلاقتها بالمؤسسات والمجالس الشورية. وأما موضوع القسم الثاني فهو عن مفهوم الأحزاب وحكمها وعلاقتها أيضا بالمؤسسات والمجالس الشورية. وتوصلت نتائج هذه الدراسة إلى الوصول لمفهوم عام للمؤسسات الشورية وأنه من المصطلحات الحديثة والمعاصرة والتي كانت تعرف عند الفقهاء القدامى بأهل الحل والعقد، وكذلك تم الوصول إلى حكم إشراك المرأة في المؤسسات الشورية، وأن على المرأة شروط وضوابط يجب التقيد بها عند مشاركتها في المؤسسات والمجالس الشورية، كما أوصت هذه الدراسة بالتزام النساء عند المشاركة في الشورى بضوابط معينة، بالإضافة إلى توصية الباحثين وطلاب العلم إلى دراسة أبرز المعيقات - قديما وحديثا- التي واجهت النساء عند مشاركتهن في المؤسسات الشورية.

The study tackled the history of women's participation in the Shura. The researcher talked about the participation of women in Shura in the divine religions and their participation in pre-Islamic pre-Islamic ignorance, as well as the extent to which they participated in the legislations from the first participation to the present time.
As the Shoura took certain means and methods, including the institutions of the Assyrian, it was the concept of these institutions and the statement of this concept in terms of jurisprudence and statement and clarify the term from a legal point of view comparing the two terms, in addition to the importance of these institutions in terms of jurisprudence and legal functions and functions of these institutions.
This study also dealt with the models of the participation of women in the Shura during the time of the Prophet (peace and blessings of Allaah be upon him) and in the era of the Caliphs, may God be pleased with them In this study, the study of the rule of women's participation in the Shura institutions and the opinion of the scholars in this participation was discussed and discussed and responded to the discussions with a clear statement of opinion on this issue and the legal and legal controls for women's participation in the Shura Council

And that women should abide by the conditions and controls that must be observed, when participating in the institutions and councils of the Assyrian, and recommended the study of women's commitment to participate in the Shura with certain controls, in addition to the recommendation of researchers and students to study the most important obstacles - old and modern - faced by women when their participation in Shuriyah institutions
