This study aimed to study the effect of the Kuwaiti electoral system for the year 2012 on the voting behavior, this period has characterized by the application of the one vote. The study has used a number of methods which are: instructional (legal) method to reach the result, and based on the study topic, the study is based on a basic question, which is, did the Kuwaiti electoral system for the year 2012 affected the voting behavior? this study is built on a basic hypothesis that states: There is a reverse relation between the Kuwaiti electoral system for the year 2012 and the voting system. The most important results the study has reached. The presence of reverse relation between the electoral system and the electoral behavior, and there is a reversal relation between the electoral system for the year 2012 and based on the political multiplicity and the political participation. Based on the results that the study has reached, it recommends the following: Developing an electoral system that corresponds with the values of the international standards and the democracy from one side, and preserve from the other side, and guarantees the freedom of expression, enjoys flexibility in using the electoral laws without leading to violation and disorder setting the legal system for flexible and clear dictions to the candidates and the voters, and to those enchase of the election process that will encourage the participation in he election, and to have the effective role in the elections
