تناولت هذه الدراسة القيادة السياسية في كل من روسيا وسوريا، وأثرها في العلاقات بين البلدين خلال الفترة 2000 ? 2014، حيث ركزت على المتغير القيادي وما افرزه من اجراءات داخلية، وتوجهات في السياسة الخارجية لكل جانب، وإنعكاس ذلك على العلاقات الروسية - السورية في المجالات الاقتصادية والعسكرية تحديداً .
واستعرضت الدراسة القيادة السياسية في اي دولة، باعتبارها احد العوامل المؤثرة في العلاقات الدولية والسياسة والخارجية لتلك الدولة، من خلال بيان مفهوم القيادة السياسية ووظائفها ونشأتها وانماطها، ومن ثم العلاقة بين القيادة السياسية والعلاقات الدولية، بعد ان عرضت مفهوم العلاقات الدولية واشخاصها والعوامل المؤثرة فيها .
وركزت الدراسة على القيادة السياسية في كل من سوريا وروسيا، وذلك بتتبع المسارات والمراحل التي مرّت بها القيادتين السابقتين في البلدين، واستعراض السياسات المتبعة من قِبل القيادتين الحاليتين .
وبيّنت الدراسة جذور ونشأة العلاقات الروسية - السورية ومراحل تطورها، بتسليط الضوء على اهداف كل جانب والتي دفعت الى توطيد العلاقات بينهما. بالاضافة الى طبيعة المحددات والعوامل التي أثّرت في تلك العلاقات، سواء بدفعها الى الامام او أدت الى فتورها وتراجعها .
واعتمدت الدراسة في بيانها للأثر الذي احدثه تغير القيادة السياسية في العلاقات الاقتصادية والعسكرية بين البلدين، على منهج المصلحة القومية كمحاولة لفهم السياسة الخارجية للجانبين وعلاقاتهما المتبادلة، إنطلاقاً من مصلحة كل طرف والتي تمثل الهدف النهائي والمستمر لسياسته الخارجية، ثم حاولت التركيز على عملية صنع القرار السياسي الخارجي لكل جانب، وكيفية تعامله حيال المواقف الخارجية، من خلال منهج صنع القرار .
وخرجت الدراسة بنتيجة رئيسية مفادها أن تغيّر القيادة السياسية في روسيا وسوريا مطلع القرن الحادي والعشرين، ترك أثراً واضحاً في السياسة الخارجية للبلدين والعلاقات الثنائية بينهما، لذلك اوصت الدراسة في هذا المجال بضرورة استغلال حالة العِداء بين روسيا والولايات المتحدة لخدمة مصالح سوريا خصوصاً والدول العربية بشكل عام وحل قضاياها، من خلال بناء جسور الثقة والتعاون العربي - الروسي .

This study has tackled the political leadership in both Syria and Russia and its impact on bilateral relations between the two countries during the period 2000-2014. The study also focused on the changes in the political leadership that led to domestic reforms in addition to changes in the foreign policies of both countries that reflected on the Syrian-Russian relations, particularly in the military and economic fields.
The study also highlighted the political leadership in any country as it is one of the important factor that affect political and foreign relations of that country, through clarifying the definition of the political leadership, its role, establishment and patterns, elements that affect them as well as the relationship between the political leadership and international relations. This was made after the study identified the concept of international relations, its role players and the factor that influence them.
This study also focused on the political leadership in Syria and Russia through following the tracks and stages that the previous leaderships passed through, and reviewed the policies adopted by the current leaderships in the two countries.
The study also highlighted the roots and the establishment of the Syrian-Russian relations by shedding light on the goals of both sides which contributed to enhancing relations between the two countries, and on the nature of parameters and factors that affected these relations positively or negatively.
In order to clarify the impact made by changing the political leadership on economic and military relations between the two countries, the study depended on national interest as an attempt to understand the foreign policies of the two countries, and their relations stemming from the interests of each party which represent the ultimate and continued goal of the foreign policies of each party. The study also focused on the foreign policy decision making process of each side and ways to deal with foreign policies through the decision making approach.
Finally, the study came with a main conclusion that the change of political leadership in both Syria and Russia at the beginning of the 21st Century, left a clear impact on the foreign policies of both countries and on their bilateral ties. Therefore, it recommended that animosity between Russia and the United State be used to serve the interests of Syria in particular and the Arab countries in general and solve Arab issues through extending bridges of confidence and boosting Arab-Russian cooperation
