جاءت هذه الدراسة بهدف تحليل أثر التعديلات الدستورية على التنمية السياسية في الأردن الفترة الممتدة من العام 2011 الى 2014م ولتسليط الضوء على مدى مساهمة التعديلات الدستورية في رفع مستوى الوعي السياسي والتنمية لسياسية وذلك من خلال التعرف إلى أبرز التعديلات الدستورية التي أجريت على الدستور الاردني من عام 1952 إلى 2011م , والتعرف أثر التعديلات الدستورية التي استهدفت البرلمان والأحزاب السياسية ومنظمات المجتمع المدني في الأردن الواقعة في الفترة ما بين 2011م-2014م على التنمية السياسية في الأردن .
حيث انبثقت أهمية الدراسة من منطلق أهمية التعديلات الدستورية في المملكة الأردنية الهاشمية في الأعوام الممتدة ما بين الأعوام 2011 و 2014 التي كانت مرتكزاً من ركائز الدولة وأداة في تحقيق التنمية السياسية من حيث التعديلات الدستورية التي تخص البرلمان الأردني والأحزاب السياسية ومنظمات المجتمع المدني والتي كانت بمثابة أسس مثالية في ترسيخ الديمقراطية من حيث مدى نجاح هذه التعديلات الدستورية التي جاءت لدعم وتوجيه السلطة السياسية نحو ترسيخ مبادئ جديدة تدعم مسيرة التنمية السياسية في المملكة الأردنية الهاشمية .
وجاءت مشكلة هذه الدراسة لتجيب عن التساؤل الرئيسي الآتي والأسئلة المنبثقة عنه :
ما أثر التعديلات الدستورية على التنمية السياسية في المملكة الأردنية الهاشمية في الفترة الممتدة ما بين العام 2011 الى العام 2014؟
- ما هي أهم التعديلات الدستورية في الأردن في الفترة من عام 2011 الى العام 2014 م ؟
- ما هي أبرز التعديلات الدستورية التي تخدم التنمية السياسية للأحزاب السياسية والبرلمان ومنظمات المجتمع المدني في المملكة الأردنية الهاشمية في الفترة الممتدة ما بين 2011 الى العام 2014 ؟
- ما هي أبرز التحولات الديمقراطية التي خدمت التنمية السياسية للأحزاب السياسية والبرلمان ومنظمات المجتمع المدني في المملكة الأردنية الهاشمية في الفترة الممتدة ما بين 2011 الى العام 2014؟

وانطلقت هذه الدراسة من فرضية مفادها بأنه : للتعديلات الدستورية في المملكة الأردنية الهاشمية أثر على التنمية السياسية.
وقد خرجت هذه الدراسة بجملة من النتائج من أهمها :
مر الدستور الأردني منذ العام 1952 بالكثير من التعديلات الدستورية والتي تخدم عملية التنمية السياسية والتحول الديموقراطي ولكن كانت أبرز هذه التعديلات التعديل لسنة 2011 فقد جاء هذا التعديل كإنجاز هام ونقلة نوعية في ظل الربيع العربي حيث حافظت هذه التعديلات على الأمن القومي الأردني وحققت أعلى معايير الحفاظ على الديمقراطية كما ساهمت التعديلات الدستورية من العام 2011 الى 2014 التفاف أوسع عدد من المواطنين على نطاق الوطن حول برامج محددة, كما وفسحت المجال إلى تكوين تحالفات توحد البرامج بين الأحزاب والقوى الوطنية المستقلة, كما أتاحت التعديلات الدستورية 2011-2014 فرصه للأحزاب بالفوز بمقاعد نيابية مع عدم تمكين أي جهة سياسية بالاستحواذ على عدد كبير من المقاعد , وأن التعديلات الدستورية من 2011 الى 2014 التي قام بها النظام السياسي الاردني جاءت بجملة التطورات التي تهدف إلى تحقيق أعلى معايير الديمقراطية والشفافية والنزاهة والعدالة السياسية, مما ساعدت على وجود حياة حزبية في الأردن, جاء نص الدستور الأردني في الفقرة (2) من المادة (67) على أن تنشأ هيئة مستقلة تشرف على العملية الانتخابية وتديرها بكافة مراحلها كما تشرف على أي انتخابات أخرى, الاردن وضع نفسه على مسار التنمية السياسية وبذات بعد عام 2011 من أجل إيجاد برلمان ديموقراطي يتصف بالشفافية والنزاهة, أرتبط مستقبل التنمية السياسية في الأردن بالتعديلات الدستورية التي تحتاج إلى حشد كل القوى ومنظمات المجتمع المدني والبرلمان والأحزاب السياسية للمشاركة في مسيرة التنمية السياسية والاصلاحات وتحويلها إلى برامج عمل على أساس روح التعاون البناء في إرساء قواعد الحياة السياسية .
كما أوصت الدراسة بالحفاظ على مبدأ الشفافية عند المباشرة بفعاليات حكومية ودمج القطاعات الأخرى المهمة في المجتمع بالعملية السياسية من خلال الانفتاح على الشعب فيما يتعلق بأهداف السياسات العامة والقرارات التي تتخذها الدولة وإجراء التعديلات الدستورية وتطويرها بشكل مستمر بحسب توجهات الشارع الأردني وأن تقوم منظمات المجتمع المدني بطرح تصوراتها لنظام انتخابي يلائم المصلحة الوطنية و دعم وتطوير الأحزاب السياسية في الاردن من قبل الحكومة ليتم الدعم البناء لهذه الأحزاب بحسب ما تقدمه من برامج , أن تقوم وزارة التنمية السياسية ببذل المزيد من الجهود العملية ودراسة الواقع المعاصر لتوجيه فئة الشباب نحو الحياة السياسية .

This study was to analyze the impact of the constitutional amendments on the political development in Jordan, the period from 2011 to 2014 and to highlight the contribution of the constitutional amendments in raising the level of political awareness and the development of political, through the identification of the most prominent constitutional amendments to the Jordanian constitution of 1952 to 2011, and to identify the impact of constitutional amendments aimed at Parliament, political parties and civil society organizations in Jordan, located in the period between 2011 -2014 on the political development in Jordan.
Where emerged importance of the study in terms of the importance of the constitutional amendments in the Hashemite Kingdom of Jordan in the years stretching between the years 2011 and 2014, which was an anchor of the pillars of the state and a tool to achieve political development in terms of the constitutional amendments pertaining to the Jordanian Parliament, political parties and civil society organizations, which served as the basis Ideal in the consolidation of democracy in terms of the success of these constitutional amendments that came to support and guide the political power towards the consolidation of new principles supports the march of political development in the Hashemite Kingdom of Jordan.
It came the problem of this study was to answer the main question and the following questions emanating from it:
- What the impact of the constitutional amendments on the political development in the Hashemite Kingdom of Jordan in the period between the year 2011 to the year 2014?
- What are the most important constitutional amendments in Jordan in the period of 2011 to 2014 m?
- What are the main constitutional amendments that serve the political development of political parties, parliament and civil society organizations in the Hashemite Kingdom of Jordan in the period between 2011 to 2014?
- What are the main democratic transitions that have served the political development of political parties, parliament and civil society organizations in the Hashemite Kingdom of Jordan in the period between 2011 to 2014?
- What is the reality of the constitutional amendments that have achieved the political development in the Hashemite Kingdom of Jordan in the period from 2011 to 2014?
This study started from the premise that as: constitutional amendments in the Hashemite Kingdom of Jordan, the impact on the political development.
The study came out a set of results including:
Over the Jordanian Constitution since 1952, many of the constitutional amendments, which serve the political development process and democratic transition, but was the most prominent of these amendments the amendment for the year 2011 has this amendment came as an important achievement and a quantum leap in light of the Arab Spring where it has maintained these amendments to the Jordanian national security and achieved the highest maintain standards Democracy also contributed to the constitutional amendments of 2011 to 2014 a larger number of citizens wrap nationwide about specific programs, also gave way to the formation of alliances unite programs between the parties and independent national forces, also allowed the constitutional amendments 2011-2014 chance for parties to win parliamentary seats with no enable any political entity acquired a large number of seats, and that the constitutional amendments of 2011 to 2014 by the Jordanian political system came inter developments that aim to achieve the highest of democracy, transparency and integrity and political standards of justice, which helped on the existence of partisan life in Jordan, came Text Jordanian Constitution in paragraph (2) of Article (67) to be created an independent body that oversees the electoral process and run all the stages also oversees any other elections, Jordan put himself on the political development path and the same after 2011 in order to create a democratic parliament is characterized by transparency and integrity , was associated future political development in Jordan constitutional amendments that need to mobilize all forces and civil society organizations, parliament and political parties to participate in the process of political development and reforms and turn them into work programs on the basis of the spirit of constructive cooperation in establishing the rules of political life.
The study also recommended maintaining the principle of transparency when direct Bfagliat government and the integration of other important sectors of society in the political process through openness to people with regard to the objectives of public policy and the decisions taken by the State and make constitutional amendments and developed continuously according to the orientations of the Jordanian street and to civil society organizations asking perceptions the electoral system suits the national interest and the support and development of political parties in Jordan by the government for the construction of these parties support according to what they offer programs, that the Ministry of Political Development to do more practical efforts and the study of contemporary reality to guide young people towards political life
