الملخص بالعربية |
تعتبرمؤسسات المجتمع المدني ومنظماته المختلفة ركيزة هامة من من ركائز التنمية المتوازنة والمستدامة من أهم المؤسسات الفاعلة في صنع السياسات العامة للدولة وتشكيلها باعتبارها إلي جوار دور الدولة، والقطاع التعاوني، والقطاع الخاص، والقطاع المختلط، أحد البنود الأساسية في إنشاء عقد اجتماعي جديد يفتح الطريق لمشاركة أوسع من جانب المواطنين وانخراطهم بدرجة أكبر في الواجبات والحقوق المدنية، كل ذلك يتيح تحقيق تنمية متكاملة تهدف إلي تحسين جودة الحياة وتوفير ظروف أفضل لكل شرائح المجتمع. وتأتي أهمية جهود إحياء منظمات المجتمع الأهلي وتعزيز دورها في مشروع التنمية الاقتصادية والاجتماعية تعبيرا عن حرص الدولة و المواطن علي تعزيز قيم التعاون والتضامن الأهلي لخدمة المجتمعات المحلية، خاصة في الريف، ومن هنا تأتي أهمية التنسيق والتشبيك والشركات والتحالفات.
سياسات الانفتاح الاقتصادي و ضعف المردود الاقتصادي للقطاع العام وعجز جهود الدولة وحدها عن تنمية المجتمع، تفتح المجال مرة أخري أمام أعداد متزايدة من منظمات المجتمع المدني التي يتنوع نشاطها ابتداء من تقديم الخدمات إلي الدعوة إلي مجتمع ليبرالي معتمد علي الديمقراطية متحررا من هيمنة الدولة. وبرغم كثرة الحديث في الخطاب الرسمي للدولة وعلي ألسنة كل المسئولين عن حاجة المجتمع الملحة إلي دور نشيط لمؤسسات المجتمع المدني، يكمل عمل الحكومة والقطاعات الأخري، وبرغم العدد المتزايد للجمعيات الاهلية ومنظمات المجتمع المدني في كثير من دول العالم والذي وصل في الكثير منها إلي الآلف ، وبرغم اعتراف الدولة الموثق بضمانات دولية داخل الأمم المتحدة بحاجة هذه الدول إلي عقد اجتماعي جديد يعترف بدور منظمات المجتمع المدني كركيزة أساسية للتنمية، إلي جوار الدولة والقطاعات الاخري في صنع السياسات العامة، فإن واقع الحال غير ذلك. فلا تزال منظمات المجتمع المدني تواجه عقبات ومعوقات أساسية، تضيق النطاق علي جهدها وتمنع توسيع فرص مشاركتها في العمل العام، معظمها يأتي من جانب الدولة، التي تشدد الرقابة علي تمويل هذه الجمعيات، وعلي إجراءات تسجيلها وعلي أنشطتها المختلفة، تحت دعاوي إخطار متوهمة تهدد الأمن القومي بسبب نشاط هذه الجمعيات، في وقت لم يعد في وسع الدولة معه أن تتجاهل الاحتجاجات المتصاعدة للمواطنين، تطلب المزيد من الحوكمة الرشيدة والديمقراطية المكتملة أو تسمح لهذه الاحتجاجات بتهديد استقرار النظام.

Institutions of civil society and its various organizations is an important pillar of the security of the balanced and sustainable development of the most important institutions of development pillars of the laborers in the making of public policy of the state and formed as to the vicinity of the role of the state, the cooperative sector, the private sector, the mixed sector, one of the main items in the establishment of a new social contract opens the way for a wider part of the citizens and their involvement to participate more in the duties of civil rights, all this allows to achieve integrated development aimed at improving the quality of life and provide better conditions for all segments of society.
the importance of the revival of civil society organizations and enhance their role in the economic development project efforts and social expression of the citizen and the State's keenness to strengthen cooperation and solidarity of the civil service values of local communities, especially in rural areas, hence the importance of coordination and networking, companies and alliances.
Economic openness and poor economic returns for the public sector and the inability of the state's efforts policies alone for the development of society, opens the door once again in front of a growing number of civil society organizations, which varies its activity starting from the provision of services to call for democratic liberal society supported Ali free from state control.
