الملخص بالعربية |
هدفت الدراسة إلى بيان تطور المساعدات الخارجية الكويتية للدول العربية خلال الفترة 2006-2014.وعرض لأهم مراحل تطور العلاقات العربية الكويتية. وتوضيح مستوى تأثير المساعدات الخارجية الكويتية على علاقاتها مع الدول العربية خلال الفترة 2006-2014. وتحاول معالجة الفرضية التالية: أثرت المساعدات الخارجية بشكل مباشر في تعزيز العلاقات العربية الكويتية في ضوء اعتبار أن المساعدات الخارجية تشكل أحد أدوات تنفيذ السياسة الخارجية الكويتية مع الدول العربية. وقد تم استخدام المنهج التاريخي وذلك باستعراض تطور المساعدات الاقتصادية وتأثيرها على مراكز صنع القرار في الدول المستفيدة منها، كما تم الاستعانة بالمنهج الإحصائي التحليلي لمعرفة تطور قيمة وحجم القروض والمنح والمساعدات المالية المقدمة للدول العربية.
وقد خلصت الدراسة إلى النتائج التالية إن ما تملكه دولة الكويت من خبرة كبيرة في إنهاء الأزمات والمشاكل بين الدول بعضهم البعض أو داخل الدولة نفسها ، فلقد كلفت الكويت من قبل مجلس التعاون الخليجي لإيجاد حل وتسوية بين لبلدين عُمان واليمن الجنوبي، وما يدل على خبرة الكويت في إنهاء النزاع والوساطة، ولقد سخرت دولة الكويت كل ما تملكه من ثورات نفطية لخدمة الدول العربية والإسلامية فقد ساهمت في كثير من إنشاء المنظمات الاجتماعية والتنموية التي تعمل على النهوض بالدول في العالم العربي والإسلامي وكذلك العالم الثالث. وكانت الكويت تسعى دائما لحل النزاعات أو المشاكل بين الدول سواء على المستوى العربي أو الإسلامي أو الدولي. وتشير النتائج إلى أن الطابع الاقتصادي هو السمة الغالبة على السياسة الخارجية لدولة الكويت ، حيث تقوم بتقديم المساعدات للدول بما تملكه من إمكانيات مادية لتوفير الاستقرار لديهم والعمل دفع التنمية داخل الدول المحتاجة إلى دعم مالي.
وتوصي الدراسة بضرورة أن توجه المساعدات الاقتصادية الكويتية إلى الشعوب مباشرة وليس إلى الحكومات، حتى تدرك الشعوب مدى حرص الكويت على توثيق علاقاتها مع الدول العربية الإسلامية، تبقى المساعدات الاقتصادية الكويتية وسيلة حيوية لا يمكن الاستغناء عنها في السياسة الخارجية

The study aimed at the development of the statement of the Kuwaiti foreign aid to Arab countries during the period 2006-2014.oard to relay the most important development of the Kuwaiti-Arab relations. And to clarify the effect of the level of the Kuwaiti foreign aid to its relations with the Arab countries during the period 2006-2014.othaol address the following hypothesis: foreign aid directly influenced the strengthening of the Kuwaiti-Arab relations in the light of the grounds that foreign aid is one of Kuwait's implementation of foreign policy with the Arab countries tools. I have been using the historical method and by reviewing the development of economic aid and its impact on decision-making in the beneficiary countries centers, as the use of statistical analytical curriculum to see the evolution of the value and volume of loans and grants and financial assistance to Arab countries.
The study concluded the following results that are owned by the State of Kuwait from considerable experience in ending the crisis and problems between nations each other or within the state itself, it has commissioned Kuwait by the Gulf Cooperation Council to find a solution and a compromise between the two countries, Oman and South Yemen, and demonstrates the experience of Kuwait in ending the conflict and mediation, and has ridiculed the State of Kuwait all of its holdings of oil revolutions to serve Arab and Islamic countries has contributed to the establishment of many of the social and developmental organizations working to promote the countries in the Arab and Islamic world as well as the Third World. Kuwait was always seeking to resolve conflicts or problems between both countries in the Arab world or the Muslim or the international prior to the conflict. The results indicate that the economic character is a dominant feature of the foreign policy of the State of Kuwait, which is providing assistance to countries, including possession of material resources to provide stability for their work and promote development in countries in need of financial support.
The study recommends the need to be directed Kuwaiti economic aid to the people directly and not to governments, so people realize how Kuwait is keen on closer ties with the Arab and Islamic countries, the Kuwaiti economic aid remains a vital tool indispensable in foreign policy
