الملخص بالعربية |
تهدف هذه الدّراسة، إلى التعرّف على طبيعة الحركة الأمازيغية الجزائرية، في ظلّ الحراك العربي الرّاهن، من خلال التّعريف بهذه الحركة وتأصيلها تاريخيا، وكذا التعرّف على مفهوم الحِراك والحَركات، ومن ثمة اكتشاف مدى تفاعل وتأثر هذه الحركة بالحراك العربي الراهن، وإبراز أهم الفواعِل على المستوى المحلي والدّولي، واكتشاف مظاهر التوظيف السُلطوي، والتأكيد على هُوية الحركة الأمازيغية الجزائرية، في ظلّ التّنوع والتعدّد الثقافي، الذي تزخر به الجزائر كدوْلة عربية ذات بُعد أمازيغي.
كما أنّ هذه الدّراسة، تأتي في فترة يشهد فيها العالم العربي حِراكا متنوعا منذ سنة 2010، مما يساعد الباحث على إثراء حقل الدّراسات السيّاسيّة، بمسبّبات وآليات هذا الحراك وتأثيره على مختلف الحركات.
تقوم هذه الدّراسة على، أنّ هناك علاقة إرتباطية بين الحراك المجتمعي الإقليمي واستقرار النظم السياسيّة، من خلال عملية التوظيف السُلطوي على مختلف المستويات المحلية والدّولية.
خَلصَت هذه الدّراسة إلى جملة من الإستنتاجات يتمثل أهمها في:
1- عاشت الحركة الأمازيغية ربيعها منذ سنة2001، واستطاعت أن تتحصل على كثير من مطالبها المشروعة التي تُعبر عن أصالتها وانتمائها الجزائري، كدولة ذات أصول بربرية عرّبها الإسلام.
2- الحركة الأمازيغية الجزائرية كباقي الكيانات السياسيّة الأخرى، بنسقها الداخلي والخارجي، تظهر فيه محاولات التوظيف السُلطوي على المستوى الوطني، المحلي والدّولي، وفي هذا الإطار قامت السلطة السياسيّة في الجزائر، بمحاولات متعدّدة لاحتواء هذه الحركة وتوظيفها بما يخدم أمن واستقرار الجزائر، كما قامت أطراف أجنبية بتوظيفها، بما يساهم في خَلق أقلية تبحث عن انفصال وهي المحاولة التي باءت بالفشل، وفسحت المجال أمام الحركة الأمازيغية لتُعبر على تأكيد انتماءها الحضاري الثقافي في إطار التعدّد والتنوع، في ظل الوحدة الوطنية.
- تُسهم الحركة الأمازيغية في الجزائر في دعم التنوع الثقافي الحضاري في الجزائر، ولا تُعبّر عن أقلية تبحث عن الإنفصال، وبالتالي فهي تُكوِن إلى جانب الحركات الأخرى تنوّع بتفاوت في إطار التكامل والوحدة الوطنية.
كما توصلت هذه الدّراسة إلى مجموعة من التوصيات أهمها:
1- يرتبط استقرار النظم السياسيّة بمدى قدرة هذه الأنظمة على توفير مناخ سياسي ملائم، تتفاعل ضمنه مختلف الحركات بطريقة ديمقراطية تصب في التكامل وتعزيز المواطنة والانتماء.
2- ضرورة استيعاب مختلف القوى والحركات السياسيّة وفقا لآليات الحوار والتّشاور والشّراكة وتحمُّل المسؤولية بما يساعد على تحقيق وفاق وطني، يُعزز الوحدة والإنتماء والنظر للمستقبل المشترك.
3- ضرورة إعداد إستراتيجيات وقائية لمواجهة تهديدات التوظيف السلطوي في بعده الدولي والوطني، من خلال التقيد بالديمقراطية، واحترام حقوق الإنسان لا سيما حقوق الأقليات.
4- نظرا للطفرة التكنولوجية الهائلة في مجالي الإعلام والإتصال، وتماشيا مع التطورات الحاصلة على المستوى العربي، أصبح من الضروري على الانظمة مواكبة هذه التطورات وذلك بدعم هذه القطاعات، التي تعتبر همزة وصل بين المواطن والدولة.

This study amis at identifying the nature of the Algerian Amazigh Movement in light of the current Arab Movement, through the identification of this movement and rooting it historically, as well as the identification of the concept of mobility and movements, and then the exploration of the extent of the interaction and the impact of this movement with the current Arab Movement, and highlighting the most important other actors on the local and international level, and then the exploration of the aspects of authoritarian employment, and to reach, and to emphasize the identity of the Algerian Amazigh Movement in light of the diversity and multiculturalism that Algeria is full of as an Arab state with an Amazigh dimension.
This study also comes at a time when the Arab World is witnessing various movements since 2010, which helps the researcher to enrich the field of Political Studies, with the causes and mechanisms of this movement and its impact on the various movements.
This study is based on that there is a correlation between the regional social movement and the stability of political systems, through the process of authoritarian employment at various local and international levels.
This study came up with a number of conclusions. Some of the most important among them are :
1. The Amazigh Movement in Algeria contribute in supporting the cultural diversity of civilization in Algeria, and does not represent a minority looking for independence, and therefore it comes along with the other movements with varying diversity in the context of integration and national unity.
2. Algerian Amazigh Movement is just like any other political entities, with its internal and external system, and this is what appears in the attempts of authoritarian Employment of the movement at the national, domestic and international levels, and in this context, the political power in Algeria attempted to contain this movement and employ it to serve the security and stability of Algeria, foreign parties have also utilized it, which lead to the creation of a minority looking for independence.
This attempt failed and gave way to the Amazigh Movement to expresses the confirmation of cultural affiliation within the framework of cultural pluralism and diversity in the light of national unity.
3. The Amazigh movement flourished since 2001 and was able to obtain such a lot of their legitimate demands that reflect their Algerian as a state that Islam converted to an Arab state.
This study also came up with a number of recommendations, which are:
1 -The stability of political systems is linked to the ability of these systems to provide an appropriate political climate, among which various movements interact in a democratic manner that adds to the integration and promotion of citizenship and belonging.
2 - The need to accommodate the various forces and political movements according to the mechanisms for dialogue, consultation, partnership and responsibility, there by helping to achieve national reconciliation and promotes unity and belonging and to consider the joint future.
3- The need to develop preventive strategies to counter the threats of the authoritarian recruitment on both international and national levels through adherence to democracy and respect for human rights, especially the rights of minorities.
4- Due to the tremendous technological leap in the fields of media and communication and in line with developments occurring on the Arab level, it became necessary for the systems to keep pace with these developments by supporting these sectors which are considered a connecting link between the citizen and the state
