الملخص بالعربية |
تهدف هذه الدراسة إلى التعريف بمجلس النواب الأردني السادس عشر وتنظيمه ومقارنته بمجالس النواب السابقة ولقد تم استخدام المنهج الوصفي التحليلي ومنهج تحيل النظم وذلك من أجل تحليل القوانين التي أصدرها مجلس النواب السادس عشر وإظهار أهمية مجلس النواب ودوره في السياسية الداخلية ومدى تأثيره على الحكومات في اتخاذ القرارات وذلك من اجل الصعود إلى سلم الديمقراطية وذلك من بداية المرحلة من التعددية الحزبية السياسية إلى تشكيل حكومة الأغلبية وهذا الأمر يحتاج إلى التدرج والاختبارات والقائمة النسبية إلى نسبة اكبر من خلال انتخابات متتالية ومتوازية بنفس الوقت مع إطلاق المسارات الأخرى للإصلاح السياسي .
وجاءت مشكلة الدراسة للإجابة على التساؤل :
ما مدى قدرة مجلس النواب السادس عشر على القيام بدور فاعل في الاصلاح السياسي ومدى قدرته على المساهمة في عملية التحول الديمقراطي والاستقرار السياسي؟
ومن هنا تم طرح السؤال المهم في كل ذلك وهو التوافق على الصيغة النهائية للنظام السياسي ماذا نريد؟
وما هي الخطوات اللازمة التي يجب تحديدها بالخط العريض والتأكيد على مفهوم الوطنية الجامعة بدلا من الدخول في طريق ليس له بداية وليس له نهاية من اختلاف في وجهات النظر الاجتماعية السياسية التي لن تخدم وتفيد مسيرة الإصلاح الحقيقية ولا تؤدي أيضا إلى الاستقرار الاجتماعي ولا السياسي والتي تؤدي إلى عدم وجود تنمية اقتصادية حقيقة والتي تهدف التقدم إلى الإمام . ويجب القيام على إنشاء قانون انتخابي عصري يسمح بتدرج القوائم أو الأحزاب على استرداد الدور الوطني والتشريعي والرقابي للمجلس والنواب ومما يفترض إن يجد ك الفساد والمحسوبية والتلاعب بالمال العام ويعيد التوازن إلى اللعبة السياسية ويرد جميع الأطراف بمختلف أفكارهم وتوجهاتهم إلى التأكيد على مصلحة الوطن الاقتصادي السياسية

This study aims to define the Council of the sixteenth and organization of the Jordanian House of Representatives and compared to councils the previous House of Representatives and I have been using the descriptive and analytical approach to transmit systems in order to laws issued by the Council sixteenth of Representatives analyze and show the importance of the House of Representatives and its role in domestic politics and its impact on governments in decision-making in order to climb the ladder of democracy and that of the beginning phase of a multi-party political to form a majority government, and this needs to be gradual and the tests and the relative list to the largest proportion of through successive and parallel elections at the same time with the launch of the other tracks for political reform.
