الملخص بالعربية |
تهدف الدراسة الحالية الى معرفة مدى الاستعداد والجاهزية لدى مديريات الدفاع المدني الاردني في اقليم الوسط في مواجهة الأزمات المحتملة في جميع مراحلها، ولتحقيق اهداف الدراسة واختبار فرضياتها تم اختيار عينة منتظمة من المدراء والمساعدين و رؤساء المراكز والاقسام العاملين في مديريات الدفاع المدني الاردني في اقليم الوسط بلغت (130) ضابطاً، كما تم تصميم أداة الدراسة (استبانة) وصياغتها بدقة بعد الرجوع الى الدراسات السابقة وتحكيمها من أكاديميين في عدد من الجامعات داخل الاردن للتأكد من مدى مطابقتها لفروض الدراسة. ولقد توصلت الدراسة الى ان مستوى جاهزية مديريات الدفاع المدني الاردني في مواجهة الازمات مرتفعاً، وتقوم المديريات بتشكيل فرق للتعامل مع الازمات التي تواجهها، الا ان هذه الفرق ليست وحدة إدارية مستقلة، وافرادها ليسوا متخصصين و مدربين جيداً في مجال مواجهة الأزمات.
وعلى ضوء تحليل النتائج توصي الدراسة بضرورة إنشاء وحدة إدارية مستقلة لإدارة الأزمات في مديريات الدفاع المدني، وتكوين فريق لإدارة الأزمات من الموظفين(ضباط وافراد) متخصصين ومدرّبين جيداً في مجال مواجهة الأزمات بحيث يكون الفريق جاهزاً في أي وقت، وتطوير خطط فاعلة لأدارة الازمات لأنها تساعد في الحد من انتشار الأزمات واستمرارها.

This study aims at knowing the level of readiness and preparation of the Jordanian directorates of civil defense in the central region with regards to facing possible crises in all their stages. Furthermore, in the aim of accomplishing the goals of the study and test its theories, a chosen sample of managers, assistants, and heads of centers and departments working in the Jordanian directorates of civil defense in the central region consisting of up to (130) officers. Additionally, a research tool (Questionnaire) has been designed and framed accuretly after reviewing the previous studies and judged by academics in various universities in Jordan to ensure its compliance with the study hypothesis. The study concluded that the level of the readiness of the directorates of civil defense in Jordan with regards to facing crisis is rather high, and the directorates form teams to deal with the crisis they face. Nevertheless, these teams are not an independent management unit and their members are not specialized and are very well trained in the field of response to crisis.
Based on the analysis of the results, the study recommends the necessity of establishing an independent management unit to manage crisis in the directorates of civil defense and to form teams made up of specialized employees (officers and civilians) to manage these crisis who are well trained in the field of response to crisis so as these teams would be ready at any time, that in addition to developing active plans to manage crisis as they help to limit the spread of and continuation of crisis |
