الملخص بالعربية |
تتمثل أهمية الدراسة في أنها تبحث أحد الموضوعات الهامة في السياسة والذي يتعلق بأثر الأزمة اليمنية على العلاقات الخليجية 2011-2017.
وقد تمثلت مشكلة الدراسة في ندرة الدراسات التي تناولت أثر الأمة اليمنية على العلاقات الخليجية، الأمر الذي يبرر إجراء مثل هذه الدراسة لبيان التأثيرات الحقيقية لهذه الأزمة على مجمل العلاقات اليمنية الخليجية والآليات التي اتبعتها دول الخليج العربي لحل هذه الأزمة، سواء بالطرق الدبلوماسية أو العسكرية أو غير ذلك.
تنطلق هذه الدراسة من فرضية مفادها : " شكّلت عوامل عدة تحدياً أمنياً وسياسياً انعكس على أثر الأزمة اليمنية على العلاقات الخليجية ".
وقد توصلت الدراسة إلى النتائج التالية:
- يوجد تأثير للأزمة اليمنية على ايران، حيث حاولت إيران إيجاد موطئ قدم لها في الخليج العربي، وذلك من خلال التأثير في مجريات هذه الأزمة، من خلال الحوثيين الذين يقفون كطرف معارض في الأزمة اليمنية.
- للأزمة اليمنية تأثير على دول مجلس التعاون لدول الخليج العربي، حيث كانت مواقف دول الخليج العربي في هذه الأزمة متباينة بين مؤيد ورافض لها، حيث ظهر ذلك من خلال المواقف العديدة من قبل دول الخليج العربي تجاه الأزمة اليمنية.
- يوجد تأثير لحل الأزمة اليمنية على العلاقات الخليجية، حيث أن إنهاء الصراع في اليمن سيكون له آثار إيجابية على الخليج العربي والذي يعاني من تطورات هذه الأزمة بشكل عام.
- إن قيام اتحاد خليجي عربي أمر هام يتطلب إيجاد عامل التوازن في المنطقة ومراعاة متغيرات البيئة الاستراتيجية على المستوى الإقليمي والمساهمة في تحقيق نوع من التوازن السياسي والعسكري والاقتصادي مع القوى الفاعلة في المنطقة.
- التعامل مع حلفاء المشروع الإيراني بجدية وحذر شديدين، ومن ثم اتخاذ موقف واضح وحازم حيال تلك الأطراف، التي تقدم نفسها للخليجيين كتيار الرئيس السابق صالح، على أنه حليف للأنظمة الخليجية في وجه الإخوان المسلمين في اليمن، فيما هو في حقيقة الأمر حليف غير معلن لإيران ومشروعها بتحالفه مع جماعة الحوثي ودعمه لنظام بشار وميليشيات حزب الله.
- وفي ظل هذا الانهيار السياسي والتردي الاقتصادي، تسير اليمن نحو حقبة جديدة من الانقسام والحروب الطائفية برعاية إقليمية ودولية، حيث تغيب أي بوادر لرتق الانقسام الاجتماعي الذي خلفته صراعات الحوثيين مع القبائل اليمنية، كما يبدو المسار الانتقالي المسدود غير قابل لإعادة إنعاشه مجددًا خاصة مع فشل محاولات التقارب بين حزب الإصلاح والحوثي مؤخرًا.
وقد أوصت الدراسة بما يلي:
1) إثبات حسن النوايا الإيرانية حول البرنامج النووي الإيراني.
2) ضرورة الاحترام المتبادل وعلاقات حسن الجوار وعدم التدخل في الشئون الداخلية لدول مجلس التعاون الخليجي.

The study has addressed the effect of the Yamanies crisis on the Gulf relations 2007/2011. ignificence of this study represents in investigating one of the important topics in the policy which relates to the effect of the Yamanies crises on the Gulf relations 2007/2011.
While the study problem represented in the scarce studies which addressed the effect of the Yamanies crisis on the Gulf relations, which justify conducting such study to show the real influences of this crisis on the total Yamanies Gulf relations and the mechanism follwed by the Arab Gulf states to solve this crisis either by the diplomatic methods or the military, or other methods.
This study launchs from the following hypothesis: "A number of factors constituted security and political challenge which reflected on the effect of the Yamanies crisis on the Gulf relations".
The study reached the following results:
- there is an effect of the Yamanies crisis on Iran, since Iran has attempted to find footpath for it in the Arab Gult, thorugh influencing in the courses of this crisis, through the Hotheiyeen, who stand as an opposing party in the Yamanies crisis.
- The Yamanies crisis has the influence on the Arab Gulf states cooperation council since the positions of the Arab Gulf States toward this crisis were varied between supporting and rejecting it, this has been apparent through the many positions by the Arab Gluf States tpward the Yamanies crisis.
- There is the effect of solving the Yamanies crisis on the Gulf relations, since ending the conflictin Yaman will have positive efficts on the Arab Gluf , which suffers from the developments of this crisis generally .
- The establishment of Arab Gluf Union is an important issue which requires finding the equilibrium factor on the region, and taking in to account to strategic environment variables at the regional level, and the contribution to achive a sort of political, military and economic balance with the active powers in the region.
- Dealing with the allied of the Iranian project with serious and extreme causion, then taking a clear and strict position regarding these parties, which presents itselves to the Gulf's people as a stream belongs to former president Salah, as allied to the Gulf's regiones in the face of the muslems brothers in Yaman, while in relaity allied un decleared to Iran and its project by its alliance with Al-Hothi group, and its support to Bashar regime and Hizballah Melishia.
- In light of this political decline and economic regression , Yaman is undergoing a new era of division and sectarianism wars with regional and international support and sponsorship since there is the absence of any signs to fix the social division left by the Hothies conflicts with the Yamnies tribes, also the transformational path seems closed unable to revive it agin especially with the failure of approximation attempts between Al-Isaleh party and Al-Hothi lately.
The study recommended the folwoing:
1- conferming the Iranian good intentions regarding the Iranian nuclear program
2- The necessety for the mutual respect and good neighbouring relations, and not intervening in the internal affairs of the Arab cooperation council countries
