هدفت هذه الدراسة إلى التعرف على اهم أنواع النظم الانتخابية في العالم وإبراز عيوب ومميزات كل نظام وإعطاء أمثلة على كل دوله التي تطبق ذلك النظام، والتعرف على إثر قانون الانتخاب على أداء أعضاء مجلس النواب الأردني السابع عشر والثامن عشر في المشاركة السياسية الفعالة ودورها في إيجاد الحلول من خلال الاستماع للشعب وايصال مطالبه ودوره الفعال في مناقشتها, ومدى اختلاف القوة بين المجلسين في ضل قانون الانتخاب الجديد، وارتكزت مشكلة الدراسة على أثر قانون الانتخاب على أداء أعضاء مجلس النواب الأردني بنسخته السابعة عشر والثامنة عشر اعتمادا على قانون الانتخاب المستخدم, وعملية الانتخاب في تلك الفترة السابقة, ومقارنتها ببعض الانظمة الانتخابية, مما يثير التساؤل الرئيس التالي :
ما مدى تأثير القوانين الانتخابية على أداء المجالس النيابية؟ تم اعتماد منهج تحليل النظم في هذه الدراسة كونه المنهج الذي يفسر طبيعة النظم السياسية, وأثرها بالمتغيرات المحيطة بها، حيث تم توظيف واستخدام هذه المنهج في تحليل النظم الانتخابية, وبيان أثر قانون الانتخاب القائم على أثر أداء أعضاء مجلس النواب الأردني بنسخته السابعة عشر والثامنة عشر، وخلصت الدراسة إلى نتائج كان أهمها يعتمـد النظـام الانتخـابي الأردنـي علـى الفرديـة أساسـا، فالمرشــح يخـوض الانتخابـات علـى أسـاس فــردي فــي اغلـب الحــالات نتيجــة عــدم اعتمـاد القــوائم النســبية بشـكل كبيــر. كمــا يصــوت الناخـب لفـرد ولـيس لمجموعـة، وقـد كـرس هـذا الأمـر ظـاهرة الفرديـة فـي المجتمـع, وحـارب بشـكل واضح أي محاولة لخوض الانتخابات على أساس جماعي او فكري، وتوصل الباحث إلى توصيات من أهمها ضــرورة تعزيــز ثقــة الناخــب فــي العمليــة الانتخابيــة مــن خــلال تعزيــز اســتقلالية المترشحين.وعلى كل مرشح الإعلان عما سوف يقوم به من اجندة عمل خلال فترة انتخابه ليتم محاسبته عن التقصير, والعمل على زيـــادة الشـفافية فـي كـل مـا يتعلـق بـالإجراءات الخاصـة بالعمليـة الانتخابيـة، كرفـع مسـتوى الثقـة بالعملية الانتخابية الذي من شـأنه تقليـل ردة فعـل المرشـحين, وأنصـارهم عنـد الخسـارة وبالتـالي عدم اللجوء إلى العنف كرد فعل
