الملخص بالعربية |
تهدف هذه الدراسة إلى التعرف على أثر اللامركزية في فاعلية القرارات الإدارية في بلدية الرصيفة في الأردن, وقد تمثل المتغير المستقل (اللامركزية) بأربعة أبعاد وهي: (تفويض السلطة والتمكين, مشاركة العاملين في اتخاذ القرارات الإدارية, تدفق المعلومات والسرعة في الإنجاز), كما وتمثل المتغير التابع في (فاعلية القرارات الإدارية).
ولتحقيق أهداف الدراسة, فقد تم إعداد استبانة وتوزيعها على موظفي البلدية, واتبعت الدراسة أسلوب العينة العشوائية الطبقية لسحب عينة الدراسة, وللإجابة عن أسئلة الدراسة واختبار فرضياتها فقد تم استخراج المتوسطات الحسابية والانحرافات المعيارية وتطبيق معادلة الانحدار المتعدد, وعليه توصلت الدراسة إلى النتائج التالية:
أظهرت النتائج وجود أثر لأبعاد تطبيق اللامركزية (تفويض السلطة والتمكين، والمشاركة في اتخاذ القرارات الإدارية، وتدفق المعلومات والسرعة في الانجاز) مُجتمعة على فاعلية القرارات الإدارية في بلدية الرصيفة, كما أظهرت النتائج عدم وجود أثر لبُعد المشاركة في اتخاذ القرارات الإدارية على فاعلية القرارات الإدارية في بلدية الرصيفة.
وأوصت الدراسة بضرورة عقد ورشات عمل للمسؤولين والمدراء في البلديات العاملة في الأردن وبلدية الرصيفة خاصة لبيان مفهوم اللامركزية وأهميتها في فاعلية القرارات الإدارية المتخذة من أجل رفع مستوى فاعلية القرارات الإدارية في بلدية الرصيفة.

This study aims at identifying the effect of decentralization on the effectiveness of administrative decisions in the municipality of Rusaifeh. The independent variable (decentralization) has four dimensions: (delegation of authority and empowerment, participation of managers in decision making, flow of information and speed in achievement) in the effectiveness of administrative decisions.
To achieve the objectives of the study, a questionnaire was prepared and distributed to municipal employees. The study followed the method of the stratified random sample to draw the sample of the study. In order to answer the study questions and test its hypotheses, the arithmetic mean and standard deviations were obtained and the multiple regression equation was applied.
The results showed that there is an impact on the effectiveness of the administrative decisions in the municipality of Rusaifa, the dimensions of decentralization (delegation of authority and empowerment, participation in administrative decision making, information flow and speed of achievement). The results also showed that there is no effect of participation in administrative decisions on the effectiveness of administrative decisions in the municipality of Rusaifa.
The study recommended the need to hold workshops for officials and managers in the municipalities operating in Jordan and the municipality of Rusayfah in particular to demonstrate the concept of decentralization and its importance in the effectiveness of administrative decisions taken in order to raise the efficiency of administrative decisions in the municipality of Rusaifa
