يسهم هذا البحث في إلقاء نافدة من الضوء على أحد موضوعات القانون الدبلوماسي الدولي والمتعلق بالحصانات والامتيازات الممنوحة للدبلوماسي، وما ينتج عنها من اثر على فاعلية اداء الدبلوماسيين الكويتيين.
فقد أقرت الشريعة الاسلامية وكافة القوانين والأعراف الدولية على وجوب توفير الحماية الكاملة للمبعوث الدبلوماسي طيلة فترة ممارسه مهامه، والغرض من ذلك كله هو منحه البيئة المناسبة للقيام بالمهام المناط بها على أكمل وجه، إلا أنه كثيرًا ما يتم استغلال هذه الحصانات والامتيازات من قبل بعض أعضاء البعثات الدبلوماسية .
لذلك تكمن أهمية هذه الدراسة في بيان أهمية أثر الحصانة الدبلوماسية على فاعليه اداء الدبلوماسي الكويتي، كذلك تسليط الأضواء على دور الدبلوماسيين في السياسية الخارجية للدولة وكيفية تأثرهم بشكل مباشر بالحصانة الدبلوماسية الممنوحة لهم وفق القانون الدولي . وتهدف إلى التعرف على العوامل والابعاد التي تسببها الحصانة الدبلوماسية في فاعليه اداء الدبلوماسي الكويتي.
وخلصت الدراسة إلى أن الحصانات والامتيازات الدبلوماسية لا تمنح لشخص المبعوث الدبلوماسي وإنما بصفته الوظيفية , فإذا ما زالت عنه تلك الصفة بفقدانه لوظيفته الدبلوماسية, لم يعد يتمتع باستمرار تلك الحصانات والامتيازات وأن الكويت في مقدمة الدول التي لديها سياسة خارجية حققت مؤشري (صفر توتر خارجي) و(صفر أعداء) بامتياز، ويمكن تصنيفها على أنها البلد العربي الوحيد وضمن ترتيب الدول الأُوَل في العالم الذي لم يسجل أزمة دبلوماسية خارجية خلال السنوات الخمس الماضية.
وكانت أهم توصيات الدراسة هي ضرورة التوسع في البعثات الدبلوماسية الكويتية لتغطي معظم دول وكذلك إعداد لجنة قانونية دولية من طرف هيئة الأمم المتحدة تضم الدول النامية والقوية لإعادة أحكام ونصوص الاتفاقية وخاصة مبدأ المعاملة

This research contributes to shedding light on one of the subjects of international diplomatic law concerning the privileges and immunities granted to the diplomat and the effect on the effective performance of Kuwaiti diplomats.
Islamic law and all international laws and norms have recognized that the diplomatic envoy must be fully protected throughout his or her duties. The purpose is to give him the right environment to carry out the tasks assigned to him. However, these privileges and privileges are often exploited by some mission members Diplomacy.
The importance of this study lies in the importance of the impact of diplomatic immunity on the performance of the Kuwaiti diplomat, as well as shedding light on the role of diplomats in the foreign policy of the state and how they are directly affected by the diplomatic immunity granted to them under international law. And aims to identify the factors and dimensions caused by diplomatic immunity in the performance of the Kuwaiti diplomat.
The study concluded that diplomatic immunities and privileges are not granted to the person of the diplomatic envoy, but rather as a functionary. If he continues to lose his diplomatic status, he no longer enjoys these privileges and privileges. Kuwait is at the forefront of countries with foreign policy. (0 enemies) with distinction, and can be classified as the only Arab country and within the ranking of the first countries in the world that has not registered a foreign diplomatic crisis during the past five years.
The most important recommendations of the study are the need to expand Kuwaiti diplomatic missions to cover most countries as well as the preparation of an international legal committee by the United Nations, including developing countries and strong to return the provisions and provisions of the Convention, especially the principle of treatment
